Please find attached to this email a letter from Gerald Simon, California Water Service's (Cal Water) Chief
Safety & Emergency Preparedness Officer. Gerald, Toni Ruggle, Cal Water's District Manager in Oroville, and
Pete Bonacich, Cal Water's District Manager in Chico, are all copied on this email.
In the attached letter, Gerald proposes that Cal Water,the City of Oroville, the City of Chico, and Butte County
undertake a Joint Incident Command: System and Emergency Operations Center training exercise in the near
future.

Dear Colleagues:
As was starkly illustrated earlier this year by the emergency at the Oroville Dam and subsequent
evacuations,crisis situations can unfold imthe blink ofaneye. Effectively responding tothese
types ofemergencies requires preparation and planning.
Given the imiportant role California Water Service (Cal Water)would play in responding to many
emergencies, our districts across California regularly engage in Joint Incident Command System
and Emergency Operations Center training exercises. As [a| Water's Chief Safety& Emergency
Preparedness Officer, former Fire Chief in the cities of Oakland, Fort Lauderdale, and Santa
Clara, and an instructor at the California Specialized Training Institute, | lead these exercises for
Cal Water.
With emergency response efforts top of mind for many, Call Water would like to propose that it,
along with the City of Oiroville,the City of Chico, and Butte County, undertake a Joint Incident
Command System and Emergency Operations Center training exercise in the next few months.
We firmly believe that the each of our respective organizations will greatly benefit from this
exercise, and it will leave us all better prepared to work together if and when our communities

to be embedded in the County's Emergency Operations Center during the emergency at the
Oroville Dam, as it allowed for greater continuity of incident communication and coordination.
As a first step, I propose that a designee from each organization meet in person to begin the
planning process. Cal Water would be more than happy to host this meeting at our Customer
Center in Oroville or Chico. Assuming that your organization is interested in participating,
please have your designee reach out to me so that we can set a date and time for an in-person
meeting in the coming weeks that works for everyone. I can be reached by email at
