Gear Landowner:
The attached Notice of Intent to Harvest Timber is required by regulation
to be sent to all landowners within 300 feet of a proposed timber
harvesting operation. As a neighbor of the proposed operations, there are
several things we want you to know about the regulation of commercial
harvesting in California.
The commercial harvest of forest products is regulated by the State Forest
Practice Act and the runes adopted by the State Board of Forestry. The
,Act and the rules of the Board are designed to assure continuous growth
and harvest of commercial forest trees while protecting sail, air, fish,
wildlife, and water resources. These detailed regulations are enforced by
the California Department of Forestry and Fire Protection (GAL FIRE) and
deal specifically with logging practices and related activities, including
erosion control, road location and construction, watercourse and lake
protection, hazard reduction, fire protection and reforestation..
The rules are designed to protect the environment. Comments and
concerns of various agencies and interested parties were considered by
the Board of Forestry during the rule adoption process. California is
widely recognized as having the most stringent and comprehensive forest
practice rules in the nation. Information about the rules may be obtained
from CAL FIRE.
As required by the rules„ a Timber Harvesting Plan (THP) has been
prepared for this proposedoperation by a registered professional' forester
and is currently under review. The THP is a written document describing
where the operation will occur and how it will be conducted.
The THP is reviewed in detail by a review team made up of
representatives from GAL FIRE, Regional Water Quality Control Board
and the California Geological Survey. Other participants may include
representatives from the Department of Parks and Recreation, Coastal
Commission, and other agencies when appropriate. CAL FIRE may
request input from geologists, archaeologists, hydrol'ogi'sts, or other
experts when needed. Comments from the public are also given careful
consideration during the review process.

After a field evaluation of the proposed THP, if the review team
determines that one is necessary, the team recommends approval, denial,
or approval with additional constraints or mitigation measures. Final
determination on a timber harvesting plan rests with CAL FIRE. Once a
THP has been approved, it becomes an enforceable document that,
together with the Forest Practice Act and rules of the Board, governs the
conduct of the harvest operation. CAL FIRE Foresters inspect the area
during and upon completion of the operation to assure compliance with all
requirements.
The rules were not designed to cover matters of a civil nature or to prevent
violations of other rules, regulation, or statutes. For example, CAL FIRE
cannot be responsible to verify ownerships or guarantee the accuracy of
property lines. Additionally, the Forest Practice Rules do not contain
provisions to protect personal property from damage by timber operations.
The timber purchaser, timber operator or other responsible persons are
obviously required to give proper legal attention to these matters, and
protections are provided through other laws.
The attached Notice of Intent to Harvest Timber lists the persons to
contact if you have questions or comments on the timber operation
proposed in your area.
If you wish to review the plan in person, you may do so at the CAL FIRE,
Northern Region Headquarters-Redding Office, 6105 Airport Road,
Redding, CA 96052, Telephone (530) 224-2445; or a copy may be
obtained at 10 cents per page by calling or writing for a copy of the THP.
When requesting a copy of the Timber Harvesting Plan, please refer to the
timber harvesting plan number indicated in the upper right corner on the
first page of this letter and put Attention: Forest Practice on the envelope.

A Timber Harvesting Plan(Plan)or Amendment has been submitted to the California Department of Forestry&Fire Protection (CAL FIRE). CAL FIRE
will be reviewing the proposed timber operation for compliance with State law and rules of the Board of Forestry and Fire Protection. The following
