Surface water will be made available for transfer via groundwater substitution and will be provided to the following State Water Contractor Agencies: Kern County Water Agency, Dudley Ridge Water District, and Empire-West Side Irrigation Disti-ic#. The proposed change will include the temporary addition ofthe following to Permit 11360: (1) the State Water Project's (SWP) Harvey O. Banks Pumping Plant as a point of rediversion; (2) a port-ion of the serviae area of the SWP to the place of use; and (3) irrigation as a purpose of use. Temporary changes under Water Code section 1725 may be effective far a period of up to one year.
