Critical Disaster Recovery Operations Continue During Federal Shutdown SACRAMENTO, Calif.—Funding for many federal government operations and programs concluded on January 19, 2018, at 9 pm PST. However, each federal agency can determine the functions that continue and those that will be shut down in an orderly manner until a federal budget is approved. Because of the critical nature of many recovery services and operations in California, the Federal Emergency Management Agency (FEMA), Small Business Administration(SBA) and U.S. Army Corps of Engineers (USACE) will continue to coordinate closely with the California Governor's Office of Emergency Services (Cal OES) and other state agencies to deliver support to individuals, businesses and communities recovering from 2017 and 2018 incidents. "California has experienced some of the most catastrophic natural disasters in recent times," said Cal OES Director Mark Ghilarducci. "We are in the middle of unprecedented recovery operations in dozens of communities throughout the state.
