Local Assistance Centers (LACs), Disaster Assistance Centers (DRCs),
& Disaster Recovery Centers (DRCs)
LACs, DACs, and DRCs offer in-person support to individuals and business owners in the California
counties designated for the Individual Assistance programs. Recovery specialists from the state, county,

DEBRIS MANAGEMENT
Household Hazardous Waste
Northern Branch
The U.S. Environmental Protection Agency and California Department of Toxic Substances Control
(DTSC) are assisting in recovery efforts following the Camp Fire. EPA and DTSC are leading the survey,
collection and disposal of household hazardous waste (HHW) at affected properties in the Town of
Paradise and Butte County. The Household Hazardous Waste Dashboard for the Town of Paradise and
Butte County are now available.
Southern Branch
The U.S. Environmental Protection Agency and California Department of Toxic Substances Control
(DTSC) are assisting in recovery efforts following the Woolsey and Hill Fires. EPA and DTSC are
leading the survey, collection and disposal of household hazardous waste (HHW) at affected properties in
Los Angeles County. The Household Hazardous Waste Dashboards for Los Angeles County and Ventura
County are now available.
RECOVERY
File an Insurance Claim
• If you have insurance, contact your insurance company to file a claim. Photograph or video
damages, and keep receipts for possible reimbursement.
• Please heed the warnings of local officials regarding access to burned areas. Burned home sites
may contain hazardous materials and debris.

The SBA offers Iow-interest disaster loans to businesses of all sizes, private nonprofits, homeowners, and
renters. SBA also offers Economic Injury Disaster Loans to businesses in the designated counties and any
contiguous counties. Applicants can contact SBA's Disaster Assistance Customer Service Center by

If you have been affected by a disaster and are in need of food assistance, you can apply for benefits
through the CalFresh Program. To find out how to apply for benefits in your county, please call the toll

Emergency Prescription Assistance Available for Wildfire Survivors
Uninsured survivors of the Camp and Woolsey Fires, living in Butte,Los Angeles or Ventura County,
are eligible for free prescription refills, vaccines and medical supplies.
Funded by the Federal Emergency Management Agency, an Emergency Prescription Assistance Program
(EPAP) has been launched by the U.S. Department of Health and Human Services (HHS).
• A contractor administers this program on behalf of HHS and will immediately begin taking claims for
prescription drugs, vaccines, specific medical supplies and limited durable medical equipment like
wheelchairs and oxygen concentrators.

• The program pays for a 30-day supply of prescription medications for people without health insurance
who are affected by disasters. Most pharmacies in Butte, Los Angeles and Ventura counties
participate in EPAP. You must provide proof of a new or existing prescription.
• If you need replacement of durable medical equipment, medical supplies, or vaccinations that do not
usually require a prescription, ask your healthcare provider to contact the pharmacy. All prescriptions
processed through EPAP are free of charge.
• To find a participating pharmacy online, visit https://go.usa.gov/xPUGC and call the pharmacy
listed for your ZIP code to confirm it is open.

Disaster Fraud
State and federal recovery officials urge California residents to watch for and report any suspicious
activity or potential fraud from scam artists, identity thieves and other criminals who may try to prey on
vulnerable survivors of the wildfires. Common post-disaster fraud practices include:
• Fake offers of state or federal aid
• Phony housing inspectors
• Fraudulent building contractors
• Bogus pleas for post-disaster donation
Anyone with knowledge of fraud, waste, or abuse may call the FEMA Disaster Fraud Hotline at (866)
720-5721 or report it to the Federal Trade Commission at https://www.ftccomplaintassistant.gov. You
may also send an email to DHSOIGHotline(a,dhs.gov.
Crisis Counseling
Survivors who may be stressed, anxious or depressed following the wildfires can receive free disaster
crisis counseling. Survivors who wish to speak to a counselor may call (800) 985-5990 or text
Talkwithus@66746. Counseling does not require registering with FEMA.

Transitional Sheltering Assistance Program
Amid the significant challenges for disaster survivors in their recovery from the ongoing California
wildfires, FEMA is funding the Transitional Sheltering Assistance(TSA) program. TSA eligibility is
limited to eligible FEMA registrants who resided in Butte County before the fires.
TSA is a short-term sheltering solution until other temporary or permanent housing solutions can be
implemented. Under TSA, disaster survivors may be eligible to stay in an approved hotel or motel for a
limited period, as a bridge to intermediate and longer-term temporary housing. FEMA directly pays the
cost of the room and taxes to participating hotels and motels. TSA recipients are responsible for all other
costs, including laundry, room service, parking, telephone, food, transportation or other services.
Individuals and households in California may be eligible for TSA if:
• They register with FEMA for assistance, online at DisasterAssistance.gov or by telephone at 800-
621-3362, TTY 800-462-7585.
• They pass identity verification.
• Their pre-disaster primary residence is in Butte County and occupancy is verified.
• They are displaced from and unable to live in their pre-disaster residence.
Disaster Legal Services
FEMA, through an agreement with the Young Lawyers Division of the American Bar Association,
provides limited free legal help for survivors. Disaster Legal Services provides assistance to low-income
individuals who, prior to or because of the disaster, are unable to secure adequate legal services to meet
their disaster-related needs.

Disaster Unemployment Assistance
Disaster Unemployment Assistance(DUA) provides temporary unemployment benefits to people whose
jobs or work hour losses are a direct result of the disasters. Affected individuals are encouraged to apply
for DUA through the California Employment Development Department, which will first check to see if
applicants can qualify for regular state unemployment benefits.
