CCP is working to develop a small-scale forest biomass energy facility in Camptonville,California to promote economic,environmental,and forest health on public and private forested lands throughout the region. Our organization strongly supports the development of the Camptonville's Forest Biomass Business Center(FBBC),a small business park whose anchor tenant will be the 3 MegaWatt(MW)net biomass to energy direct combustion facility,which will produce electricity for export to Pacific Gas and Electric's grid under the California Public Utilities Commission's BioMAT program and thermal energy for export to co-located value-added wood processing businesses. The FBBC bioenergy facility,and other similar types of projects,are desperately needed to utilize forest biomass residuals across the Sierra Nevada to reduce the risk of catastrophic wildfire and help address the tree mortality crisis. The Camptonville bioenergy facility will offer a viable business model for forest biomass utilization by creating a market for biomass residuals and incentivizing fuels hazard reduction.The plant will provide a sustainable means of disposal for excess biomass when compared to open pile burning,which will reduce air emissions and related impacts.The Camptonville model will be replicable in other rural, forested communities furthering economic,environmental,and forest health across a broader area. Since project inception in 2013,CCP has quickly and capably moved the project from its initial concept phase through feasibility,technology due diligence,co-products consideration,interconnection study, Conditional Use Permit,CEQA compliance, project developer selection,and site assessment to become one of the leading community-led BioMAT projects in California.The project has established strong community support as well as a focus on the bioenergy system that ensures it will be one of the first direct combustion BioMAT projects in the state. Funding of CCP's request will support immediate on- the-ground results by expediting the plant's design and engineering leading to facility construction estimated to begin as soon as late 2018.
