On December 7`h, 2011, at approximately 0946 hours, CHP dispatch was notified of this potential hazardous material dumping on the northwest shoulder of Heritage Road just north of Olive Highway (SR-162}, within Butte County. The item located was a clear, plastic, five gallon jug containing approximately four gallons of an unidentified, translucent, yellow tinted liquid. The container was located in an uncapped condition and in a fixed, upright position. There was na evidence of spillage upon the ground, na waterways were affected and the container was determined to have been present for an extended time period due to the presence of decomposed grass located underneath the container. Cal Fire Captain T. Brownell responded to the scene along with the Butte County Interagency Hazardous Materials Response Team. The team tested the substance and determined it to be anon-flammable, mild corrosive. Based upon this information, Cal-EMA was contacted and case number 11-7245 was generated. NRC Environmental Services responded to the scene, packaged and removed the container and its contents. Butte County Public Health representative Thomas Parker also responded to the scene and determined the incident did not represent a significant environmental hazard, or a substantial risk to public health or safety.
