In the afternoon hours of Monday, September 10, 2009, a traff c incident involving a solo truck tractor and trailer combination occurred on State Route 70 at Grand Avenue. The collision caused 20 gallons of diesel fuel to be released onto the highway and asphalt shoulder. Subsequently, the diesel degraded the asphalt and seeped into the sandy shoulder. The result of this incident was minor diesel fuel contamination in an area estimated to be approximately one hundred sixty eight feet in length and four inches in width. CalTrans and representatives from NRC Environmental Services, a State Licensed Hazardous Waste Disposal Company, were notified and on scene to formulate aclean-up and removal plan for the contaminated asphalt and soil. The contamination by the diesel fuel was not sufficient to represent a significant hazard or cause risk of substantial injury to the public safety or health. The #2 lane of SR 70 was closed from .just south of the Nelson Ave off ramp to the Grand Ave on ramp. The scene 11. was secured and cleared at 1718 hours and the #2 lane of SR-70 was reopened. NUMBER 09/10/2012 1522- 240 017566 1 NOTIFICATION: 2 On 09-10-2012, at approximately 1522 hours, 1 received a call from the CHP Chico 3 Communications Center {CCC) advising of a vehicle blocking the #2 lane of southbound SR-70 4 north of Montgomery St. off ramp. I responded from Pacific Heights Rd. at Georgia Pacific Way 5 and arrived in the area at approximately 1531 hours. 6 7 SCENE: 8 The location at which the incident occurred is upon SR-70 southbound just south of the Grand 9 Ave. over crossing. The location is within an unincorporated area within Butte County. The 10 incident occurred within the #2 lane and the right shoulder of SR-70 southbound, and the roadway 11 is constructed of asphalt, bordered by an asphalt shoulder and raised sloped curb and uphill 12 dirtlracklgrass embankment. 13 14 EVIDENCE: 15 A spill of approximately 20 gallons of diesel fuel was located coming-from the damaged saddle 16 tank of the vehicle, due to a mechanical failure with the vehicles driveshaft. 17 18 14 Digital Photographs, taken of Scene, the photographs have been copied to a compact disk and 19 attached with~the report. 20 21 ENVARS disk #5, recorded bath the initial contact with Gr~iber, and the spill incident. 22 23 24 STATEMENTS: 25 Driver (Gruber): related in essence the following: That on 09-10--2012 at approximately 1500 26 hours he pulled the.vehicle over on SR-70 southbound just south of Garden Dr. due to a vibration 27 he felt coming from the vehicle. He said he was contacted by the CHP who had stopped to assist 28 him. Gruber related he thought it was initially a tire going flat and conducted a walk around on the 29 vehicle looking at all the tires. He did oat find any compromised tires and was advised by the 30 CHP tha# the next exit was close and a safer spot to be in, if service was needed to be done to the 31 vehicle. Gruber said the CHP assisted him to the off ramp and he exited at Garden Drive. 32 33 Gruber related, he called his boss to let him know what was going an with the vehicle, and they 34 decided to attempt to drive the vehicle to the next exit closer to town. Gruber entered back onto 35 SR-70 southbound and felt the vibration again. He said the next thing he knew he heard a laud 36 thud and the brakes of the. vehicle locked up and it skidded to a stop, blocking the lane. Gruber 37 stated he exited the vehicle and noticed, the fuel tank leaking and went to put out caution triangles 38 to warn traffic approaching him. He said soar after the CHP arrived and assisted him in making a 39 dam to contain the leaking fuel on the asphalt shoulder. NUMBER 09/10/2012 1522 240 017566 1 SUMMARY. 2 On 09-10-2012, at approximately 1522 hours the vehicle, driven by Terry Gruber, experienced a 3 mechanical failure, resulting in the dislocation of the vehicle's drive shaft which ruptured the 4 vehicles air lines and caused a tear in the left saddle diesel fuel tank of the vehicle. The vehicle 5 came to a stop partially within the #2 lane of SR-70 southbound and partially on the right shoulder. 6 Upon arrival at the scene, a dirt dam was constructed to contain the Peaking diesel fuel upon the 7 asphalt shoulderlcurb of SR-70 southbound. The spill covered an area of 168 feet approximately. 8 4 inches wide at a depth of 2 inches. 9 10 Notification was made to CCC of the spill, the approximate quantity of the spill and that the spill 11 had been contained. 35-S2 Sanders and 35-53 McGee were notified and responded to the 12 scene. The #2 lane of SR-70 was closed from just south. of the Neisan Ave off ramp to the Grand 13 Ave on ramp. Units 35-10 Andres, 35-30 Dey, and 35-21 Logan responded and conducted traffic 14 control through the area. 15 16 Browers Towing was called to remove the vehicle from the roadway. The diesel fuel was 17 absorbed using absorbent materials and swept up by Browers and transported away. Also the 18 remaining diesel fuel in the saddle tank was removed by Browers prior to removing the vehicle to 19 avoid any further spillage during removal. 20 21 The Office of Emergency Services was notified and a incident number, 12-5444 was assigned. 22 CalTrans was notified and Jeff Helmstalk, responded to-the scene-and over saw the clean up. 23 Brad Banner the director of Butte Enviranrnental Services was notified of the incident and declined 24 to respond to the scene. 25 2$ The vehicle and all materials related to the incident were removed and cleaned up by 1 T13 hours 27 and the #2 lane of SR-70 was reopened. 28 29 Cal Trans called out NRC environmental services at 1715 hours, for an evaluation of the asphalt 30 curb and shoulder due to decomposition of the asphalt as a result of the pooled diesel fuel. 31 The scene was secured at 1820 hours by Jeff Helmstalk of Cal Trans and the incident was closed.
