Subject: Controlling Marijuana Gardens
I don't know your position on the Medico! Marijuana issue, but the uncontrolled growth of the gardens is
destroying the reason I retired to Butte County.
The main problem is people from out of the area purchase bare land that the owner will carry the paper. They
conduct their garden operation for a couple of years and then move on to another area. The property is then
returned to the original owner and the owner now has to clean up the mess they leave behind. These people
have no regard for the land and make little or no investment in the local community.
l am surrounded by at least six such operations. There is a solution to this problem that also increases the
property values and adds to the County revenues.
Enacting ordinances that require a permanent residence be established prior to any garden operations. This
will ensure that all building and health codes are adhered to. The permit process will add to the revenues. It
will also protect the values of properties already established. !f the cost of their doing business increases they
will move to another county.
To further restrict the non local growth you could require the landowner to establish that property as their
primary residence prior to allowing the growth of marijuana. This restriction only affects the land that is
designated as R (residential) and AR (agriculture residential).
These proposals do not restrict the use of Medical Marijuana or the ability of the patients to obtain their
medicine.
