Carter, District V, Vice-chair CLERKS Kathleen Moran, County Clerk Yolanda Trrado, Chief Board Clerk Ann Nordyke, Deputy Board Clerk June 26, 2012 Governor Jerry Brown State Capitol Sacramento, CA 95814 a~ JUN 2 8 2012 ~~~, ~V~~ Subject: Central Valley Flood Protection Board and Proposed Resolution No. 2012-25 Governor Brown, Central Valley Flood Protection Board is -nearing the adoption of the Central Valley Flood Protection PXari (CVFPP) with the consideration of Resolution No. 2012-25, :on June 29, 2012, achieving the deadline established by Central Valley Flood Protection.Act of .2008 (SB5). This legislation required the Board to hold a public review process and empowered the Boarcl to make changes to the CVFPP based on that public input. Colusa County commends and supports the Central Valley Flood . Protection Board's efforts over the last six months to recognize and respond to 'the varied public concerns that were offered thraughou.t the public process in developing the resolution. In particular, we comxnend the Board for adding Resolve 23, removing the proposed. Feather River Bypass from the CVFPP, which included significantly enlarging the Cherokee Canal. This was an issue that was the lightening rod for stakeholder opposition because it was not publically vetted prior to being inserted into the CVFPP. The collaborative spirit that developed during the drafting of the resolution, similar to the California Levees Roundtable (also established by the Cexatral Valley Flood Protection Board) needs to cozxtinue. In fact, many stakeholders felt that it was not until the Board began its public review process that their concerns were acknowledge by the State. We are encouraged that the Board members have stepped up to be active participants in the regional and systemwide planning efforts going forward. In addition to a seat at the regional planning table, Colusa County also requests a seat at the system/basinwide discussions. We remain concerned about the significant loss of agricultural land in our county through proposed bypass expansions and setbacks in the CVFPP, but are committed to being a creative partner i.n: improving flood protection for all residing in our system.
