Pursuant to the passage of AB 478, the Corrections Standards Authority (CSA) was directed to draft
minimum standards relative to the care of pregnant inmates and the use of restraints on pregnant inmates.
An Executive Steering Committee (ESC)participated in the development of the proposed revisions to the
California Code of Regulations, Title 15 Minimum Standards for Local Detention Facilities and Local
Juvenile Facilities. The ESC was comprised of members with extensive juvenile and adult detention and
healthcare backgrounds. The CSA Board met on January 11, 2007, approved the proposed revisions and
additions,and authorized staff to proceed with the public hearing process.
According to Government Code Section 11346.4, this announcement provides an opportunity for all
interested parties to comment in writing and/or present commentary during the public hearing regarding
the proposed regulations,prior to the finalization and formal adoption by the CSA Board. Official notices
of the proposed regulatory action and informative digest was published on June 6, 2008 in the California
Regulatory Notice Register. This letter is a summary of the official notice; attached you will find the
Notices of Proposed Action for both local adult detention and juvenile facilities.
Comments, recommendations,or suggestions regarding the proposed action are encouraged. Time will be
available for any person to present statements or arguments, oral or written, which are relevant to the
proposed regulations at the public hearings noted below:

The public hearings will continue as long as there are persons to present testimony. The meeting facilities
are accessible to the physically handicapped.

WRITTEN COMMENT PERIOD
We invite any interested person, or their authorized representative, to submit written comments relevant
to the proposed regulatory action to the CSA. Included in the formal regulatory process is a 45 day
written comment period. The Notice of Proposed Amendments to Titles 15 are enclosed for your
information. The Notice, as well as the Initial Statements of Reasons and the strike out and underline text
of the proposed regulations, can be viewed at the CSR's website: www.csa.ca.gov; click on the link for
the 2007 Proposed Regulations Regarding Pregnant Inmates and Minors. If you do not have access
to the Internet, you can submit a written request for these documents to Rebecca Craig or Ron Bertrand
(contact information listed below). In addition,written comments may be submitted electronically via the
Internet to the CSA(see website information above).
All written comments must be received no later than 5:00 p.m. on July 21, 2008. Written comments
