From:Cara Martinson [mailto:cmartinson@counties.org] Sent: Monday, December 4, 2017 6:04 PM To:Cara Martinson<cmartinson@counties.org> Subject: CA Delegation Disaster Relief Request To: Impacted October 2017 Fire Counties County Supervisors County Administrative Officers From: Cara Martinson, CSAC Senior Legislative Representative Joe Krahn, CSAC Federal Lobbyist/Waterman &Associates RE: Federal Disaster Funding Update We wanted to provide you with the following update from our Legislative Representatives in Washington, D.C. All 53 members of the CA congressional delegation signed the attached letter last week to the chair and ranking member of the House Appropriations Committee urging them to include$4.4 billion in wildfire relief funding as part of the upcoming supplemental disaster relief legislation. As you may be aware, the State recently lowered its funding request by$3 billion (thus the revised number totaling$4.4 billion instead of the previously requested $7.4 billion. The funds that are no longer included in the State's request are all USDA-related). On a related matter, it sounds as if congressional leaders will indeed be scrapping the White House's disaster spending request (which, as you know, didn't include any direct funding for CA). Instead, lawmakers will be writing their own bill, which should bode well for the Golden State. Along with CA,a group of Republicans and Democrats from TX and FL also recently banded together to criticize the administration's request. Timing on the supplemental remains unclear, though it continues to appear as though the package will be attached to a final FY 18 omnibus appropriations bill (which, if a deal is reached, could be considered prior to the holidays). Please feel free to contact me if you have any questions. Thank you, CARA B. As you work to develop supplemental disaster relief legislation,we strongly support the State of California's current request for$4.4 billion in wildfire relief funds and respectfully request it be included in the bill. We also ask that targeted tax relief for wildfire survivors be included. This October,California experienced the worst fires in our state's history. These fires, which started on October 8th, burned more than 240,000 acres and destroyed 8,800 structures. They forced 10,000 people to evacuate and left many families with nothing.Tragically,44 people lost their lives. On October 10,2017,the President approved a major disaster declaration for these fires. While Congress has approved much-needed support for the Federal Emergency Management Agency's (FEMA) Disaster Relief Fund and wildfire suppression efforts this year, additional Federal resources are critical to putting our fire-impacted communities on the road to recovery. Thank you for your consideration of this important request. A swift Federal response is vital, and we appreciate your dedication to helping our communities recover and rebuild.
