Re: Yuba City/Sacramento Licensing Office Consolidation Project
Dear Sir or Madam,
California Department of Alcoholic Beverage Control (ABC) is a special fund
agency that receives all of its revenue from the licensing fees received by those
businesses licensed to manufacture, distribute and sell alcoholic beverages in the State.
Since 2006 ABC has experienced a structural deficit spending trend caused primarily by
increases in personnel services costs and facility expenses: To combat this problem the
legislature approved modest increases to our licensing fees and the Department
leadership has made significant changes to our operations in an attempt to bring our
expenditures inline with our revenues. However with California's sagging economy, the
number of businesses entering into ventures where ABC licenses are required have
continuously decreased over the past three years. In fiscal year 2009110 alone the
number of businesses applying for ABC licenses was 17% below that in fiscal year
2007/08, dramatically compounding our fiscal situation.
The combination of these events has necessitated ABC to initiate the consolidation
of our licensing and enforcement functions occurring at our Yuba City office located at
950 Tharp Road with our Sacramento office to be located 2400 Del Paso Road. Once
completed, this consolidation effort will help to reduce ABC's lease and associated costs
in the greater Sacramento area while enabling us to continue to provide the highest level
of service to your office and our other stakeholders. It is our intent to complete the
consolidation of these two offices by December 2011.
