The law specifies that when income is derived directly from real property acquired and operated by the State as wildlife management areas, the Department of Fish and Wildlife shall nav annually to the county in which the property is located an amount equal to the county taxes levied upon the property at the time title was transferred to the State. The purpose of the PICT payments is to offset adverse impacts to county property tax revenues. To Butte County, unpaid PICT totals aver $1 million for the past 10 years; important funding that is needed to sustain public safety and other local priorities. We understand that the State has recently experienced tough economic times, just as counties and other local agencies have. The economy is improving, though, and this State debt to counties needs to be paid. Please note that local support for any more wildlife management areas depends upon just compensation to the County. We understand there are discussions with RCRC and CSAC regarding this matter and urge you to continue those discussions. The payment of these past due marries awed to counties should be included in the 2013-2014 budget and all budgets going forward. We appreciate your time and consideration of our request.
