The enclosed report is submitted pursuant to Health and Safety Code Section 25180.7
(Proposition 65). The report documents information regarding the illegal discharge (or
threatened illegal discharge) of hazardous waste, which could cause substantial injury to
the public health or safety. The report is being submitted on behalf of all designated employees
of the Department of California Highway Patrol.

1 Sequence of Events

3 On April 6, 2018, at approximately 1450 hours, Mr. Joseph Casner was driving a 2009
4 International Truck/Tractor with trailer southbound on SR-99 south of Garner Lane. Mr. Casner
.5 lost control of the vehicle allowing it to leave the west side of the road. The vehicle travelled
6 down an embankment and collided with a large tree. Mr. Casner was injured in the collision.
7 Emergency personnel extricated Mr. Casner from the vehicle. CHP Officer Geoff Dey responded
8 to handle the collision investigation.

10 The passenger side fuel tank was damaged in the collision. The fuel tank was observed leaking
11 diesel fuel onto the ground. The leakage was estimated to be 25 gallons of diesel.

15 No evacuation measures were necessary.

17 Cleanup Actions

19 The trucking company representative (Jeff Jones) told Sergeant Boyer his company does not have
20 the resources to handle the cleanup of the diesel spill. Mr. Jones chose to have Cal Trans
21 coordinate the cleanup. Mr. Jones was put in contact with Cal Trans supervisor Chris Alpers.
22 Cal Trans coordinated the cleanup efforts. Cal Trans personnel contained the spill and secured
23 the area. Sergeant Boyer declared the scene safe at 2024 hours.

35 No complete road closures were necessary. The slow lane was closed due to emergency vehicles
36 and tow trucks from 1500 hours to 2024 hours.

40 Environmental impact was low and will be mitigated by removing the contaminated soil.

1 Actions of other agencies

3 Cal Fire personnel from station 41 were on scene due to the risk of fire.
4
5 Cal Trans Personnel were on scene to coordinate the cleanup up, contain and secure the spill,
6 provide traffic control, repair a perimeter fence, and remove mud from the roadway.
7
8 Butte County EMS (Ambulance) transported Mr. Casner to Enloe Hospital.
