The report documents information regarding the illegal discharge (or threatened illegal discharge) of hazardous waste, which could cause substantial injury to the public health or safety. BAXTER, Captain Commander Chico Area Enclosures Safety, Service, and Security Ara Internationally A ceredited Agen cy NARRATIVE/SUPPLEMENTAL Pae [ of a DATE I TIME NCIC NUMBER OFFICER I.D.NUMBER REPORTNUINIBER 04/06/2018 11450 19241 14960 1 Sequence of Events 2 3 On April 6, 2018, at approximately 1450 hours, Mr. Joseph Casner was driving a 2009 4 International Truck/Tractor with trailer southbound on SR-99 south of Garner Lane. Mr. Casner .5 lost control of the vehicle allowing it to leave the west side of the road. The vehicle travelled 6 down an embankment and collided with a large tree. Mr. Casner was injured in the collision. 7 Emergency personnel extricated Mr. Casner from the vehicle. CHP Officer Geoff Dey responded 8 to handle the collision investigation. 9 10 The passenger side fuel tank was damaged in the collision. The fuel tank was observed leaking 11 diesel fuel onto the ground. The leakage was estimated to be 25 gallons of diesel. 12 13 Evacuation Details 14 15 No evacuation measures were necessary. 16 17 Cleanup Actions 18 19 The trucking company representative (Jeff Jones) told Sergeant Boyer his company does not have 20 the resources to handle the cleanup of the diesel spill. Mr. Jones chose to have Cal Trans 21 coordinate the cleanup. Mr. Jones was put in contact with Cal Trans supervisor Chris Alpers. 22 Cal Trans coordinated the cleanup efforts. Cal Trans personnel contained the spill and secured 23 the area.
