Our records indicate your agency is the owner of property on the attached list of
parcels. You are receiving this letter to make you aware that these properties, while
protected by State-federal levees, are exposed to potential flood risk from one or more
sources.
The Central Valley is home to approximately 1,600 miles of State-federal levees. When
a levee fails, the consequences can be catastrophic. Floods can bring devastating
impacts to regions, and no one can predict when and where floods will occur.
State law (Water Code Section 9121) requires the Department of Water Resources
(DWR) to provide an annual written notice of residual flood risks to owners of property,
including public agencies, that State-federal levees protect.
DWR has developed Levee Flood Protection Zone (LFPZ) maps, as required by Water
Code Section 9130, using the best available information. These maps define the areas
protected by State-federal levees and designate those properties where flood levels
would be more than 3 feet deep if a State-federal levee were to fail. Your properties can
be located on these maps by visiting our website at water.ca.gov/myfloodrisk.
Climate change may have a significant impact on the timing and magnitude of rainfall
and runoff. While future precipitation is uncertain, flooding always is possible given the
right conditions, and climate change may increase the risk of flooding due to larger,
warmer, and wetter storms. Even during periods of drought, floods can still occur.
We encourage you to review the attached Flood Risk Notice 2018. It includes actions
you can take to protect lives and properties and reduce flood damages. Please share
these actions with your tenants and employees, if applicable.
