As I work on Tuesdays and am unable to attend your meetings, I would like to use this e-mail to communicate with the Board regarding this important topic. My specific concern is the growing of marijuana for recreational purposes. As six plants are allowed by state law, it would not be unreasonable to require only indoor growing for this purpose. Indoor growing avoids the multitude of problems associated with outdoor growing of marijuana. Given that the use is purely for"getting high"', which for most intelligent people is not an essential component of their lives, l do snot feel that an indoor growing requirement is burdensome, or punitive. At one time I believed that large parcels of land (five acres or greater) could be used successfully without problems, However, after speaking with several people that understood the issue, and had personal experience with grows, I do not think that outdoor growing on large parcels is benign, and feel that indoor growing is the only acceptable option. Other supporting arguments for indoor growing would be that six plants do not occupy very much space, and that the technology and supplies are readily available from a multitude of sources that can easily support the grower with all the information that they might be able to remember. Fortunately, written instructions are also available. In past communications I have enumerated the negative consequences of marijuana use, of which there are many. In my own profession, there is mounting evidence of the harm caused to gum tissue because of cannibis use. The negative consequences far outweigh whatever perceived positives exist with the use of marijuana. I strongly support your efforts to limit growing the plant, and access to the product in Butte County. 1 Two families that I have known for many years have lost sons because they became involved with marijuana at relatively young ages. It is addictive, and it does lead to further drug use. Those are both huge negatives. We should not be encouraging our youth to use drugs to feel good. Thank you for your consideration of the above. I appreciate the opportunity to convey my thoughts and feelings to the Board. Respectfully submitted, Norm Rosene M.S., D.D.S. 6237 Cohasset Road Chico, CA 95973 2
