PUBLIC WORKSHOP, AND ADOPTION MEETING
Draft Drinking Water For Schools Grant Program
Funding Guidelines
NOTICE IS HEREBY GIVEN that the State Water Resources Control Board (State Water
Board)will hold a public workshop and receive public comments on the draft Drinking Water for
Schools Grant Program Guidelines (Guidelines) and issued in accordance with Section 116276
of the Health and Safety Code.
The Drinking Water for Schools Program provides a new source of grant funding for schools
that need to improve access to, or the quality of drinking water provided to their students and
staff. Projects such as water bottle filling stations, which have been shown to increase water
consumption by students; or filtration systems that remove harmful contaminants, would be
eligible. In addition, the funding could be used for projects that help address lead contamination
issues identified through the State Water Board's new Lead Sampling of Drinking Water in
Schools program. The Guidelines focus on prioritizing funding projects in schools that serve
small, disadvantaged communities.
NOTICE IS ADDITIONALLY HEREBY GIVEN that State Water Board staff will conduct one
public workshop. Interested parties may provide oral comments on the draft Guidelines at the
workshops. Details of the public workshop are provided below.

BACKGROUND
Senate Bill 828 (Stats. 2016, ch. 29) added Section 116276 to the Health and Safety Code to
require the State Water Board to establish a grant program for the purpose of improving access
to, and the quality of, drinking water in public schools consistent with the intent that school
facilities be maintained in "good repair,"as defined in paragraph (1) of subdivision (d) of Section
17002 of the Education Code. The purpose of the Guidelines is to establish the process and
criteria that the State Water Board will use to solicit applications, evaluate and select proposals,
and award grants for projects funded by the Drinking Water for Schools Grant Program.
Senate Bill 828 appropriated the sum of$9,500,000 from the General Fund to the State Water
Board to be allocated under the grant program. Senate Bill 826 (Stats. 2016, ch. 23) also made
funding in the amount of$500,000 available for Technical Assistance to applicants.

SUBMISSION OF WRITTEN COMMENTS
The State Water Board will accept written comments on the Draft Funding Guidelines. Written
comments must be received by 12:00 noon on Monday, April 10, 2017, and addressed to:

Comment letters may be submitted electronically in PDF text format(less than 15 megabytes in
total size), to the Clerk to the Board via e-mail at commentletters@waterboards.ca.gov. If the
file is greater than 15 megabytes in total size, then the comment letter may be submitted by fax
at (916) 341-5620. Please indicate on the transmittal subject line: "Comment Letter—
Drinking Water for Schools Grant Program Funding Guidelines."
U.S. Mail must be received (not postmarked) at the State Water Board offices by the close of
the comment period. Couriers delivering comment letters must check in with lobby security
personnel, who can contact Ms. Townsend at (916) 341-5600.
PROCEDURAL MATTERS
At the May 2, 2017 Board Meeting, the Board will consider adoption of the Guidelines.
Participants will be given an opportunity to speak to the Board directly and summarize and
supplement their written materials with oral presentations during the Board Meeting. There will
be no sworn testimony or cross-examination of participants. However, the State Water Board
and its staff may ask clarifying questions.
No new evidence (e.g. photographs, data, and testimony) may be submitted at the Board
Meeting and all comments will be treated as non-evidentiary policy statements. To ensure a
productive and efficient meeting in which all participants have an opportunity to participate, oral
presentations at the Board Meeting may be time-limited. For other presentation

PARKING AND ACCESSIBILITY

All visitors to the CaIEPA Building are required to sign in and obtain a badge at the Visitor
Services Center located just inside the main entrance (10th Street entrance). Valid picture
identification may be required. Please allow up to 15 minutes for receiving security clearance.
FUTURE NOTICES
The State Water Board will hold the public meeting and workshop at the time and place noted
above. Any change in the date, time, and place of the public workshop and public comment
period will be provided on the State Water Board electronic mailing list. Notice of any persons
desiring to receive future notices concerning the Draft Guidelines must subscribe to the State
Water Board's email distribution list. The subscription form is located at:
