The office of Statewide Health Planning and Development (D5HPD) is the building department for California's hospitals, including the Orpvi|Ue Hospital. In this role, 0SHPI) enforces the California Building Code, which provides the standards for hospital construction. OSHPD,does not have authority over the location mfabuilding. This isthe responsibility ofthe local zoning authority. With respect 1oOmovi|[eHospital's expansion activity,the California Building Code specifies the structural integrity needed to withstand the forces from a flood, as well as a minimum elevation foram occupied floor and critical equipment. These are required to be above flood elevations as designated by the Federal Emergency Management Authority. Flood design data is a required element of construction documents submitted to {}SHPD for review, and the design must meet the requirements ofthe building code. The recent evacuation moved the operation to the, second floor. However, perhaps a study needs to be done about the location and if they can serve the intended public if the dam has another failure due to inundation by the water in the reservoir infill being too much for it due to climate changes. Access to the site was impossible during the evacuation as, well as to Prestige Care in Or,oville.
