We, as an Advisory Board to Butte County Behavioral Health, are writing to show our support for Butte County to declare a shelter crisis. It is our understanding that Gov. Jerry Brown signed off on Senate Bill 850 this past June, earmarking $500 million in one-time funds for local jurisdictions based on Point-in-Time census counts. To access that money, counties and cities must declare a shelter crisis—this declaration would open up $4.8 million in one-time state funding through the Homeless Emergency Aid Program (with a minimum of 5 percent of funds set aside for homeless youth). We believe the County Board of Supervisors and the municipalities declaring a Shelter Crisis would ositiv ly impact our com unity. Al Smith, Chair Butte County Behavioral Health Advisory Board
