Are plain and simple. The sentence. Additionally, some taxpayers are reluctant to file the required application due to the mistaken belief that calamity relief allows the property to be reappraised to fair market value upon reconstruction. No, I think the property owner, (taxpayer) has got it right. And its the assessor who's mistaken. The owner of the property has a choice, whether to file or not fife, plus whether to build or not rebuild. This is still a democracy. The assessors assumption and request that she be allowed to take away, the property rights of the owner and reassess said property, without the approval of, or permission of the property owner, without the filing of property owner. Is a downright totalitarian, communistic, idealogue, that should not be given to any one person. Right or wrong the property owners, have the right to choose. This is still after all a free country.
