Good morning,
I wanted to keep everyone in the loop on an important regional project. Caltrans has a Project Development Team in
place, of which Butte,County Public Works and the City of Oroville participate in, to help expedite the environmental
review, design, and construction of the Highway 70 widening project,from Ophir Road to Palermo Road. One of the
options they are considering is to have limited closures of both those intersections,to facilitate construction, minimize
costs, and keep the construction window to one season, rather than two.
We have discussed with the City of Oroville, and believe that with, sufficient public notice, and a proper detour plan this
will be an acceptable solution. Staff will send the below email to Caltrans's project manager, requesting additional
information and clarification.

We have had internal discussion and the County of Butte has no objections to the planned closures of Palermo and
Ophir Road intersections. Our understanding is,that these closures are to facilitate the completion of the project in
one construction season, To,assist the County, its residents and businesses to, be prepared for these closures we have
several questions that need to be addressed. They are as,follows,:
1. Timing for the closures (approximate dates)?
2. Has Caltrans provided local residents and businesses opportunity to comment on these closures?
3. If no to 2 above when will such an opportunity be given to comment?
4. Has Cal trans analyzed the possible Level of Service impacts to surrounding interchanges and intersections
due to the diverted traffic during the Ophir Road closures?
5. What other alternatives were analyzed before selecting the closure option?
6. Will there be provision of advance notifications for the closures during the construction? It may be helpful to
have a similar advanced public outreach campaign as was done in: Marysville and the Yuba Sutter area for the work
that was done in downtown Marysville a few years ago.
7. Powerhouse Hill Road is not acceptable for use as a detour, due to limited width and poor pavement
condition.
Right now these are the major questions we have related to the closures. After the Environmental Document (ED) is
released we may have additional questions concerning this topic or others that may be in the ED. Thank you:for the
