I 5/4/18 Dear Board of Supervisors, I am writing to thank you for your concerted effort to address concerns regarding Community Action Agency of Butte County and to ask for your continued support in helping to facilitate complete transparency. I have served Butte County's most needy clientele as a social worker and therapist for almost 20 years. I was the program manager of the Esplanade House from 2014-2016, and like many other former program managers witnessed excessive and inappropriate spending, misappropriations of grant funds, and fraudulent behaviors under Mr.Tenorio's administration. During my tenure, I was never given access to an updated expense reports; neither were other program managers including our Chief Operations Officer at the time, Sherry Morgado. It is so important that county financial resources are given to agencies that will be good stewards of our limited resources. CAA, under the leadership of Tom Tenorio, has demonstrated over the years that they are not such stewards, losing program after program due to poor planning, lack of initiative, procrastination in pursuing funding sources and inability to meet deadlines. Further, Mr.Tenorio's toxic, controlling management style,with Staff prohibited from speaking to Board Members, unreasonable demands (Expecting employees to take calls in the middle of the night,on vacations, etc.)and lack of competitive pay led to constant loss of talented staff and employee turnover. I am one of 16 people who came forward to tell the truth about what was happening in the CAA, and there are at least 16 more who have had to remain anonymous.We are not few disgruntled employees' or people with a vendetta.We simply do not want to see the continued demise of programs, most notably Esplanade House. It is a vital resource in Butte County that belongs to our community, not to Mr.Tenorio or CAA. Despite our efforts to present evidence to the board including receipts, board minutes which contradicted reports that Tom gave to the media and collaborating evidence/reports among the whistleblowers the board decided our claims were unsubstantiated.The board appears to only be interested in protecting Mr.Tenorio. Mr.Tenorio's lack of transparency and respect for elected officials has also been evident by his refusal to respond to virtually every document request made by Maureen Kirk and Larry Wahl. Mr.Tenorio believes he is accountable to no one, which is why the agency is in trouble. His board has been manipulated for years and has been out of compliance with the State for 6 yrs. running. Thank you for your willingness to "table" funding to the Esplanade House while clear expectations are established for CAA, including following their own by-laws,the mandated Freedom of Information Act that ALL California CAA's must follow, and open meeting laws.
