We had been led to believe by past precedent that we would have 3 minutes to speak, instead we were restricted to 1 minute and made aware of that only after the meeting began. The assumption that we would speak to anything off topic was presumptive and misleading and designed to sabotage our presentations. Our community realizes the need for housing after the Camp Fire tragedy and as such had relinquished our quest to reduce the number of houses for the subdivision. Our efforts today were directed toward the maintenance and enforcement of the open space. Supervisor Connelly's unprofessional comments were directed toward chastising us for not buying the property ourselves, a sentiment offered more than once by several Board members. His ignorance of how the property was zoned showed his disdain for our concerns. As such I am submitting my letter that I would have read because it is my/our first amendment right to be heard even if some choose to forbid it. Thank you Maureen Kirk for treating us with respect and kindness. "In the upcoming days you will be faced with how to deal with the current issues about housing and development in our County. All we have ever asked is that urban growth be a considerate partner to rural existence. Neighborhoods and people need to be involved; development shouldn't mow over existing neighborhoods by ignoring those that live there. Community participation should be required, because it's the decent, moral and ethical thing to do. We realize that the Developer didn't have to talk to us, but he should have. So many things could have been solved through open communication. I believe that if he hadn't received assurances early on from Planning and Ag, that he would have walked away from the deal and looked elsewhere to develop. It is this original sin that has brought us all to this point. The open space management plan as it has been submitted is nothing but boiler plate text from earlier reports that hold no person or organization accountable for the specifics regarding the maintenance of the area. The report is designed to be vague and open ended so that neither the County, the developer nor the engineer are held to any measurable standard of maintenance or enforcement. What assurances are there that the space won't simply remain a fire hazard and a toilet? During the Camp Fire, there weren't any of us that weren't afraid that the dry brush field behind us would spark and burn. One of the lessons of this tragic fire is that better planning and standards for maintenance need to be established early on and enforced. Dayton Road was at a 2 standstill when traffic was redirected because of the fires and the flooding. It was almost impossible to get in or out of any of the streets off of it. Infrastructure growth needs to be purposefully designed to anticipate and enhance any development, instead of hopelessly lagging behind it. Your plans so far are pretty much wait and see...and then figure out if we can afford it. As public servants you have a responsibility to your community, to be fair and equitable in all matters and to diligently, competently and honestly perform your duties. From our perspective your efforts have been guided by profit and revenue while our concerns were either dismissed condescendingly or ignored. Your mission and ours are to be a positive influence on society and to leave your world better than you found it. Sticking us with this inappropriate development and a fire hazard flanked by a giant toilet is simply a middle finger to all of us.
