To the Planning Commission and others:
I have done a thorough reading of the Butte County General Plan 2030 Land Use Goals.There are numerous goals that
Mr. Leen's subdivision does not meet and my understanding is that for an applicant is to have a project approved, it
must be consistent with the general plan goals. I am focusing on just one in this email:
LU-P7.3 Sponsors of new development projects shall have early and frequent communication with affected citizens and
stakeholders.
Mr. Leen has NEVER reached out to any of us who are affected by this subdivision before or during the process. We have
over 100 signatures on the petition we sent you at the beginning supporting a development of eight houses which would
fit the character of the neighborhood, not cause an unacceptable increase in traffic,and would lead to lot sizes more in
line with the average for the Stanley Avenue neighborhood. Certainly six to eight houses would meet all the land use
goals, provide Mr. Leen with a reasonable rate of return on his investment, and could be done in a way that the
neighborhood would find acceptable.The increased traffic from about seven houses would not create a problem that
would require the street to be widened,saving Mr. Leen a significant sum.The fact that NO communication has been
made with anyone of us in the neighborhood who are so deeply affected by this development is clearly contrary to the
letter and spirit of the general plan.
