My sincerest sympathies over the horrific and tragic devastation of lives and property in your
County. I know your time and the need to focus on many matters is extremely precious, so let me
come to the point of this correspondence. I had earlier sent this to the Paradise City Council but
learned thy were unable to receive emails.
Our Public Safety Team of professionals uses Drones for mapping and aerial damage
assessment. We assisted both the City of Santa Rosa (last year) and City of Redding, earlier this
year, to develop high resolution, zoom in and zoom out 360 degree connected aerial photography
mosaics of fire damage for their communities and ideally, prior to re-population. This also
eliminates the need for multiple private vendors (for profit) and insurance agencies who are
already making multiple requests to enter the air space.
This is of significant importance and assistance to your community because it can be placed on
your County Web-Site and used by your residents to check on the disposition of their property
prior to re-population, by their insurance companies to expedite claims and as a reference tool for

the State and Federal (FEMA)to assist with eligible disaster recovery funds under the Disaster
declaration.
Our Team of Drone Responders and Pilots consists of highly trained personnel from:
- The Menlo Park Fire Protection District
- Alameda County Sheriffs Department
- Contra Costa Sheriffs Department
- San Francisco Police Department
- Sacramento Metro Fire Department
- Civilian mapping software experts and others expert in aerial damage assessment and the use of
Unmanned Aerial Systems (Drones under 50 Pounds).

Under the disaster declaration this service is free to you, your fire and law enforcement provider
only need to request and "order"our services through the State Master Mutual Aid System. They
are aware of our capability but require your approval as the Civilian Authority responsible for

the community and public information. State Fire Chief Kim Zagaris with the Governors Office
of Emergency Services can speak to our credibility and capability.
We will coordinate our air operations with firefighting and suppression efforts and NOT conflict
or interfere with them. Typically, our flight ceiling need only be 150 to 250 feet. We are FAA
certified,practice anti confliction and use technology that helps us spot other non-official or
illegal civilian Drones in the airspace.
We have looked at the time needed to "fly"your community and we believe we can accomplish
a full aerial mosaic in 48 to 72 hours. I would be happy to speak with your Fire Chief, Sheriff or
County Manager to discuss this further. We operate under the incident command system and do
not freelance or show up without being officially requested.
Our personnel are first responders and once activated we can be on site within 12 hours. We
require a liaison with knowledge of your technology and communications platforms and also one
assigned local law enforcement officer for escort, area familiarity and situational awareness.
