November 13,2018 Butte County Supervisors 25 County Center Drive,Suite 200 Oroville,CA 95965 Re: Keep the Camp Fire restoration workers local Dear Supervisors, I am writing to first express my condolences for the devastation of our community and the impact this is having on all of us. I applaud the amazing work of the first responders and the support of the surrounding communities,as well as you all for being an advocate for the people effected. Like many other organizations and businesses,we have many employees that lost everything. At this time 24 of our employees,mostly firefighters,along with extended families have lost their homes in this fire.Despite their personal loses they have gone on to the fire lines the same day to help others. As the recovery and cleanup efforts begin to be discussed and put in place,I have concern about the following: 1. Local companies that have capability to assist in the efforts will be over-looked by the FEMA Incident Management Team. 2. FEMA will bring in their big out-of-region prime contractors to begin the clean-up. On previous incidents of similar scale these large companies bring in their network of sub- contractors which are primarily from out of the state, leaving local companies behind and without work. 3. Once the prime contractors are in place the flow down of rates paid to the second and third tier subcontractors many times are not feasible or comparable to the local wages paid here in California. While everyone wants the clean-up and recovery process to be as fast as possible it is going to be critical that local,displaced workers are given an opportunity to provide labor and services.The funds that will be spent on this recovery efforts need to stay in the local economy. We all live and work in these communities and want to be a part of the solution to putting our locals back to work and begin rebuilding. Our organization and network of similar companies are experienced in emergency response and clean up.These local companies can provide the following resources and services. 1.Hiring and training of hundreds of displaced workers. -Training in First Aid CPR,Chainsaw Operations,Felling, Climbing,Equipment Operations and others. 2. Planning, Mapping and Project Management personnel. 3. Chipping and other vegetation disposal methods 4.Debris hauling trucks 5. Log Trucks, Skidders,Loaders,excavators 6.Tree Removal Crews. These local resources can assist in nearly every aspect of the cleanup,from tree removal,debris hauling, to installing erosion and sediment control. We are willing to invest in the necessary equipment and training to put our displaced residents back to work if given the opportunity. We want to do our part to help rebuild the communities by putting local people to work. We can only do this if we all work together to ensure that FEMA is taking an active role in making sure local companies are being put to work. I want to make sure that if FEMA expresses tones of local inability,capability or capacity to clean up the disaster,that you know this is not the case. It is going to be critical to the recovery of this area to put locals back to work first. I know you all are extremely busy now but when the time is appropriate,I would like to have an open discussion regarding this.
