Dear Sirs:
My heartfelt sympathy for the terrible plight you are in. The Camp Fire Storm has caused a
destruction of biblical proportions that has killed far too many people and destroyed your county to a
level from which it will be hard to recover, unless you are willing to break the status quo and start a
transformation for survival and resilience.
Over two years ago, in 2016, we started a campaign in Sonoma County (Before the October 2017
Fire Storms) to convince our public officials that the Sonoma County Climate Action 2020 Plan,
besides being non-binding, was not even close to being enough to protect Sonoma County from
Climate Change Disasters and to make a real difference in Climate Restoration. Later that year, we
published in change.org the petition "California Governor: Declare Climate Change a Major Disaster
Before It's Too Late".
Your County and cities need a lot more help than what you are going to get from the current disaster
assistance patterns customary at the State and Federal level. You need to think out of the box for the
sake of your County and the rest of California.
The solution available to the Butte County BOS and your cities is to issue binding Climate Change
State of Emergency Declarations for Climate Change Adaptation (protection of life, environment and
infrastructure), and for Climate Restoration (Elimination of Greenhouse Gases Emissions).

Legislation like the federal Stafford Act and the California Integrated Waste Management Disaster
Plan authorize you to use your executive power to issue binding States of Emergency to deal with a
threat, like Climate Change, that jeopardizes the very existence of your communities.
Those Declarations highly magnify the level of State and Federal assistance that you would be
entitled to.
The Emergency Declaration from the governor and the requested Major Disaster Declaration from the
President (If he cooperates) for the Camp Fire will not provide the level of help you need to recover
and to hope for a livable prosperous future. The Climate Change State of Emergency Declarations
would.
Without your strong stand, Butte County will never recover sustainably and it will be another territory
at the whim of more Climate Change Disasters to come (Look at Puerto Rico as an example of
disastrous recovery).
Governor Jerry Brown publicly said in April, 2018 (link below), that 3 to 4 billion humans will die from
Climate Change unless humanity commits immediately to dealing with Climate Change (Global
Warming). He added that nobody (even California) is doing nearly enough. You can hold him
accountable for his statements by issuing the Climate Change State of Emergency Declarations that
he has not dared to issue, despite knowing the gravity of the state of the Climate.
I am attaching an article below titled "Camp Fire: The Terrifying Science Behind California's Massive
Blaze", that uncontrovertibly states that "This is what a Climate Change reckoning looks like".
