Greetings All, hope all is well.
it's been awhile since vvehave spoken. I'm not sure if you know, but BCAG and Caltrans have successfully secured the
funding for widening Highway 70 to 4 lanes from Oph,ir Road to the Butte/Yuba County Line. |mall, approximately$165
million imvarious sources offunds has been secured! This iygreat news 10Butte County, however,vweare still not fu0y

funded in Yuba County. Completing the widening of State Route 70 in Yuba County would complete a continuous 4-lane
facility.......from Chico all the way to Sacramento which has been the goal since 1988. Absent the 4 lanes, we are
concerned that the,fatalities will only increase in Yuba County. Caltrans has taken the lead in applying for a new round
of federal funds thru the Trump Administration called the "BUILD" program, We are again seeking your support with a
letter.
Caltrans Headquarters has, chosen three applications as a state to submit to United States Department of
Transportation (USDOT)for the BUILD Grant consideration and Marysville District 3's proposal for State Route
(SR) 70 was chosen. The "SR 70 Corridor Improvement Project" entails widening of SR 70 from 2 lanes to 4
lanes with a continuous left-turn lane, the project scope will encompass five segments on SIR 70 from Ophir
Road in Butte County to north of Woodruff Lane in Yuba County. On SR 70 there have been a higher number
of fatal collisions along this section of highway compared to the statewide average, qualifying these locations
for safety improvements. In 2017 alone there have been 13 fatalities, and since 2010 there have been 35. The
proposed improvements are expected to reduce the collision rates and fatalities at these locations. The,
inclusion of the Butte County Segments in the application will enable Caltrans to be flexible in meeting the
required spending and project delivery requirements.
Attached is an example letter of support for your use.
If necessary, I can personally pick up or if you can email me a PDF,that would be greatly appreciated. My apologies, but
we are hoping we can have the letter by Tuesday,July 17t" in an effort to include in the submittal package. it can be as
simple as using the attached with your respective letterhead and signature or feel free to share your own
experiences. In addition, if any of you would like a presentation on,the specific activities occurring for the SIR 70
Corridor, please let me know. We'd be happy to come out and meet with you or a group.

I am writing on behalf of the Butte County Board of Supervisors to express our support of the California
Department of Transportation (Caltrans) District 3's submittal of the"State Route(SR)70 Corridor
Improvements Project"for Better Utilizing Investments to Leverage Development (BUILD)Transportation
Discretionary Grants program.
The SR 70 Corridor Improvements Project entails widening SR 70 from two lanes to four lanes with a
continuous left-turn lane. SR 70 is the region's primary state highway route for goods movement and
passenger travel in and through the region. SR 70 is part of the National Highway System (NHS)and is a
critical route for freight movement, transport of agriculture goods and commuters. SR 70 is also a major
evacuation route for the region which is prone to wildfires and major flooding_Widening SR 70 from two to
four lanes will greatly benefit the local, regional, and state economies, provide better access to jobs, and
dramatically improve safety for the businesses and public who utilize the SR 70 Corridor between the
cities of Chico and Sacramento, California.
Due to the national and regional significance of this project,we encourage the Unites States Department
of Transportation (USDOT) to award the$20 million in requested funds. Caltrans is submitting the grant
application for BUILD"Large Project"funding consideration. We strongly believe this project addresses
the key objectives according to the Notice of Funding Opportunity for the BUILD Transportation
Discretionary Grants program,which is to"grow rural economies, facilitate freight movement, improve
access to reliable and affordable transportation options and enhance health access and safety for
residents."
