A second letter is attached asking CaIOES to request that FEMA approve "Permanent Work" in the Camp Fire disaster declaration. Permanent Work would provide assistance to repair buildings, infrastructure and equipment damaged or destroyed by the fires. Please let me know if you have any questions. Since its completion 50 years ago, the Lake Oroville Water Project has provided billions of dollars in low-cost power and water benefits for Southern California while paying no local taxes for land removed from the Butte County tax rolls. The County also provides government services at a cost of more than $9.5 million per year to serve this highly successful hydro project run by DWR, yet receives no compensation for this provision of law enforcement, fire protection, roads, traffic control, and other services. The February 2017 Lake Oroville Spillway Emergency, which required the evacuation of nearly 200,000 downstream residents, cost the County millions in emergency response and damage to locally maintained roadways. Development and operation of the Project has cost Butte County hundreds of millions of dollars in tax revenue and has kept the County on the brink of insolvency for years. Now, after years of reducing services to residents in order to continue subsidizing the Project, Butte County residents are faced with a lengthy recovery from the 2018 Camp Fire disaster, the most destructive wildfire in the history of the State. The Camp Fire destroyed most of the Town of Paradise as well as many neighboring unincorporated communities. Lost revenues as a result of this devastating fire could result in further service reductions across the County that our residents can ill afford. The Butte County Board of Supervisors urgently requests your assistance in reaching an equitable settlement with DWR to provide adequate compensation for hosting the project and reimbursement for the services provided. Your assistance in relieving the financial burden imposed on the residents of Butte County by the Lake Oroville Water Project would be sincerely appreciated. It is unfair to require one of the State's poorest counties and its residents to continue subsidizing this highly successful and profitable water project, particularly in light of the ever-increasing demand for services by a community that has faced more than its fair share of disasters in the last few years. To date, the federally declared disaster has not included Permanent Work (aka Categories C-G)to repair and replace public infrastructure damaged or destroyed by this event. Please request this assistance from FEMA on behalf of Butte County and the Town of Paradise as the additional funding will be crucial in the recovery effort here.We appreciate your efforts to date in assisting the agencies affected by this event and the inclusion of Permanent Work in the California Disaster Assistance Act funding committed to the response and recovery from this devastating wildfire. It would also be very helpful if CDAA and FEMA declarations could be expanded to include commercial properties in the Debris Removal programs being designed now. Including commercial properties in the program will allow a more coordinated response and ultimately speed the recovery of Butte County and the Town of Paradise. Thank you for your continued support and that of all CaIOES staff, so many of whom have been working closely with County staff on the Camp Fire response and recovery effort from the very beginning.
