It was a complete surprise to hear back from you so soon. There is something to be said about getting involved locally with your representatives. I believe that the local level is where we can have the greatest impact on the decisions that affect the people of this state, as well as all the states of this nation. The people getting involved at the local level can make the best decisions for what is good for their neighborhoods and communities. And that is what Convention Of States is most concerned with. We are concerned with making sure that those important decisions that affect our lives, our communities, on a daily basis, stay in the hands of the People at the local level. As an organization we believe that the federal government has overstepped its authority and abused the power that the Constitution allocated it to have. For a long time now, the states have had their Constitutional Rights taken from them by those in Washington DC. And it isn't just the States Rights, but the Peoples as well that the federal government has and is continuing to encroach upon. There isn't an aspect of everyday life that the federal government doesn't have its hands on. It is so far overreaching that they are even in our bathrooms with us every time we flush our toilets. We have reached a 21 trillion dollar debt. Although we might not see the ramifications of that staggering amount, our children and grandchildren will. There are too many career politicians in Washington DC that are happy to keep the status quo and do nothing to restrict their own power. As a Charter County of California, Butte Counties voice has a lot more weight behind it then a General Law County. As a resident of Butte County, residing at 740 Berry Patch Ct, Gridley, CA 95948, I am asking the Board for the opportunity to present Convention Of States to you. V can answer your questions and address any concerns you may have. I would like for the Board to consider me your resource on Article V and Convention Of States. To give you a quick snap shot of Assembly District 3 and Senate District 4 as well as the state in terms of petition signers, here are the stats... • HD-CA 3=1,686 • SD-CA 4=3,128 • California=75,150 Please find below a brief summarizing description of the problem, the solution, and a couple of 5 min and less video clips with more information. I have also included the text of Article V of the US Constitution itself and the Resolution that I would like for the Board to consider passing, as well the Resolution that the state legislators would vote on. I am asking the Butte County Board of Supervisors to be the voice of the People. I am asking you to take a stand for Liberty, for not just this generation, but future generations as well. Co stitution Article V The Congress, whenever two thirds of both houses shall deem it necessary, shall propose amendments to this Constitution, or, on the application of the legislatures of two thirds of the several states, shall call a convention for proposing amendments, which, in either case, shall be valid to all intents and purposes, as part of this Constitution, when ratified by the legislatures of three fourths of the several states, or by conventions in three fourths thereof, as the one or the other mode of ratification may be proposed by the Congress; provided that no amendment which may be made prior to the year one thousand eight hundred and eight shall in any manner affect the first and fourth clauses in the ninth section of the first article; and that no state, without its consent, shall be deprived of its equal suffrage in the Senate. *dim --- CONVENTION of STATES ACTION „. Purpose: Convention of States Action is a 501 (c)(4) non-profit organization founded for the purpose of stopping the runaway power of the federal government. We believe Washington, D.C., is broken and will not fix itself. The federal government is spending this country into the ground, seizing power from the states and taking liberty from the people. We have a solution that is as big as the problem. Problem 1. The Spending and Debt Crisis 2. The Regulatory Crisis 3. Congressional Attacks on State Sovereignty 4. Federal Takeover of the Decision-Making Process Goal: Convention of States Action (COSA) seeks to urge and empower state legislators to call a convention of states. Delegates to the convention will have power to propose amendments to the Constitution that would curb the abuses of the federal government. Article V of the Constitution gives them this power; the COS Project will give them an avenue through which they can use it. Plan: COSA's plan is twofold 1. Article V requires that 34 states pass resolutions to call a convention of states on the same subject, before the meeting will be called. We are working with state legislators around the country to call a convention for a specific subject: Limiting the power and jurisdiction of the federal government. 2. We believe grassroots support is the key to successfully calling a convention. We are building a political operation in all 50 states, recruiting 100 citizens who are ready to contact their state legislators in at least 75% of the state legislative districts. Plan: COS CA's plan goes one step further: 3. Pass a Resolution in the Counties of California, seeking for the CA State Legislature to support and vote yes on the Convention Of States Resolution. Thereby joining the currently 12 other states, that have passed a resolution for the same subject. We believe that local government is the best representative voice of We the People. By working with the County Boards, we believe we can have the most meaningful impact on our legislators, and our communities for the betterment of our county, state and our country. • 71,7;4"7",, CONVENTION of STATES ACT ION U$ LIO WHEREAS, it is a fundamental precept of American government that the best governance is that which is closest, most accessible, and most accountable to the people; and WHEREAS, it is for this reason that our Constitution strictly limits and defines the powers of the federal government, and explicitly reserves all remaining government functions to the states and the people; and WHEREAS, in recent decades,the jurisdiction, authority, and resources of the state and local governments have been radically diminished by an ever-growing usurpation of jurisdiction and power by all three branches of the federal government, which has conesponded with an increasing confiscation of tax dollars that could otherwise remain in the states and localities; and WHEREAS, the realities of human nature and institutional momentum make it a virtual certainty that federal officials will not individually, nor as institutions, ever undertake reforms that would halt or reverse the exponential growth of their own power, and WHEREAS,unsurprisingly, the decisions, policies, laws, regulations, and actions of our federal officials and institutions in Washington, DC, are unresponsive to the unique needs and situations of individual states and localities, and WHEREAS, neither state and local leaders nor individual citizens have any meaningful way to impact or influence the decision-making of the federal officials and institutions which are now dictating many of the policies that govern them, and WHEREAS, it is the duty of state and local leaders to uphold and defend the U.S.Constitution, as well as the California Constitution, and to use their positions of public trust in the best interest of the people, and WHEREAS,the needs and interests of the people of our state and local communities can only be adequately served through a restoration of the authority and resources originally reserved to the state and local levels of government, and WHEREAS, because systematic overreaching by all three branches of the federal government has gone unchecked at the federal level and resulted in de facto revisions of our Constitution to expand federal power and jurisdiction,the only proper, effective recourse is through the proposal and ratification of constitutional amendments that reject the perversions of constitutional language,reinstate the needed limitations on federal power and jurisdiction, and restore the authority of the state and local governments which are most responsive to the people, and WHEREAS, Article V of the Constitution provides for the proposal of constitutional amendments on specific topics through a meeting(convention)of the states, and for the subsequent ratification of such amendments by three-fourths (38) of the states; NOW THEREFORE, Be it resolved that the Board of Supervisors of Butte County, California, a Chartered County, fulfilling its duty to serve the best interests of its constituents, hereby calls upon the Senate and Assembly of the California State Legislature, especially Senator Jim Nielson and Assemblyman James Gallagher, the elected representatives of those constituents, to advance and adopt with all possible speed,the concurrent legislative resolutions adding California to the roll of the many other states which have adopted resolutions to trigger an Article V Convention Of States limited to proposing amendments that would impose Fiscal Responsibility, set Term Limits, and Limit the Scope, Power and Jurisdiction of the Federal Government, thus restoring the proper measure of authority and resources to the levels of government closest and most responsive to the people.
