I resigned to take a position in Sutter County in November 2016 and another of the Butte County food Inspectors followed me here in April 2017. Between an increase in salary and a huge decrease in the cost of benefits in Sutter County, it resulted in a $1200.00 per month increase in take home pay for us. We were the most knowledgeable food inspectors regarding food safety, and the most productive, as I have a Master's degree in Nutritional Science and the other Inspector has a Bachelor's degree in Nutrition; and we always managed to keep our districts current. In fact, when had been gone for a year, my district was still more caught up than the current Senior Environmental Health Specialist's district. After we left, an extra help position was added to help with inspections. In looking up the online inspection reports, it quickly became clear that the extra help inspector was not really inspecting the food handling aspects of the facilities. Restaurants with a long history of noncompliance and many major violations suddenly had inspection reports online with no, or very few, minor violations. It can feel uncomfortable to watch the food handling and ask questions about procedures during inspections but that is what must be done in order to educate and train food handlers about proper food handling. If food handlers aren't educated about food safety during inspections they can handle food in a manner that may cause foodborne illness. Inspectors should observe the food handling processes taking place during the inspection, ask about any processes that aren't going on during the inspection and then intervene and educate food handlers when it's apparent their process is unsafe. This cannot be happening in Butte County right now based upon current inspections posted online. In addition, I have noticed several full service restaurants around Chico that have not been inspected since I left there in 2016, but mini marts and prepackaged food facilities have been inspected...probably because those are easy to do and don't require much effort or thought on the Inspector's part. The Senior Inspector still working for Butte County, should be directed to inspect the most critical food facilities before inspecting prepackaged food facilities. Prioritizing the full service restaurants, who cook, cool, and hot hold food, is a much better way to protect public health than walking up and down the aisle of a prepackaged food store. I've attached the posted placard from a restaurant I visited last night (last inspected by me in 2016). These facilities are paying for inspections via their permit fees and deserve to be I inspected in a timely and professional manner. And, the citizens of Butte County deserve to have qualified, self--directed, knowledgeable and thorough food inspectors protecting their health. This is a concern in each one of your districts.
