Comments on Vina Subbasin Governance Proposal

To Whom It May Concern:
Because of the dry conditions prevailing in the State of California and the United States west,
California's Constitution requires that water resources of the State be put to beneficial use in the
interest of the people and for public welfare. Accordingly, the public must be included in the
governance of water resources including the Board of Groundwater Sustainability Agencies
(GSA).
California's recent drought (2010 — 2015) demonstrated the importance of managing water
resources within the bounds of hydrologic reality. The aquifer-fed creeks throughout Butte
County are a visual representation of groundwater health and their flows declined drastically
throughout the drought. On November 7, 2015, at the height of the drought, the channel of Big
Chico was surveyed to determine the extent of the channel which had gone dry (Appendix A,
Figures 4-7;Table 1). Of Big Chico Creek's 74.03 km channel, 12.65%of the channel was dry west
of the Warner Street bridge on the Chico State campus.

The dry channel of Big Chico Creek is indicative of an overall trend of declining groundwater levels
across the Sacramento Valley. Within the Vina basin, groundwater elevation has declined up to
five feet (Appendix B). To maintain water supply reliability throughout the basin, Groundwater
Sustainability Agencies must incorporate knowledge from all stakeholders to ensure no
groundwater users are overlooked.
The creation of a separate Stakeholder Advisory Committee appointed by the GSA marginalizes
the voice of the people. The diverse interests of the proposed Stakeholder Advisory Committee
must be integrated into the structure of the Board,that these interests have representation and
a vote during the decision-making process. Alternative board structures are presented in
Appendix C.
A GSA Board with diverse stakeholder representation will ensure the board make well-informed
decisions. Amending the structure to incorporate the Stakeholder Advisory Committee into the
GSA board structure will result in fewer meetings toward the same goal and an overall smaller
governance.
