I didn't receive the notification for all of the Planning Commission Meetings nor have I been given adequate time to give my input. I am concerned about losing my ability to split army parcel, I have 10 acres with a 5 acre zoning. I would like to see the setback for septic tanks relaxed from 200 feet to 100 feet from the creek. Also I am concerned about my ability to remove underbrush.I am retired and living on social security, if it were to cost $100-200 for a permit for fuel reduction it would be a financial burden on me. I would also like to see brush removal restrictions removed all together, or at the minimum brush removal allowed within 100 feet from the center line of county roads without permit, in addition I would like to see the defenceable space around the home extended from 100 feet to 200 feet. If neither of these request can be implemented than I ask to opt-out based on the same reasons given by the property owners on Nimshew and the 3,500 acre Milen property were able to opt-out. As follows development of my parcel can not be seen from Centerville Road. Also I or subsequent owners may want to do some type of agriculture use such as livestock or possibly a vinyard. My property is the only asset I own, I am dependent on what value it will bring when I have to sell I an a quilifad real estate appraiser, I estimate my loss could be upwards of$300,000 if the Over Lay Zone were to be implemented in it's present form. In the year 19901 suffered financial devastation brought about by the actions of the County Supervisors and the Chico City Council. I was the General Partner for the development of the Market Place Shopping Center (Safeway), located at East Ave and Mariposa Ave. I was bounced back and fourth like a ping pang ball during the General Plan Amendment and Rezone process. My project paid for the sewer line extension from Ceres Ave to Ceanothes Ave. Also I paid for the drainage easements from Mariposa to Ceres and a traffic light. The 3 year delay by the agencies cost me dearly I walked away with 8.5 cents on the dollar, suffered a nerves break down, lost my business and be came disabled with PTSD. The City and County benefited greatly, I cleaned up 300 acres of a County Island and set in motion millions of dollars in property tax, sales tax and employment tax revenue. So I beg you please do not cause me any further financial loss by implementing the BCC Over Lay Zone in it's present form. Thank you for your time and consideration. Sincerely, Mark Gregoire
