Good morning Ashley,
My name is Matted Crow and I'm working on Prop 3, one of the statewide initiatives that Rural County
Representatives of California has endorsed. I wanted to reach out to ask if you could agendize the proposition
for endorsement by the Butte County Board of Supervisors.
The proposition has been agendized by the Colusa, Glenn, and Yuba boards in the coming weeks, and has been
funded by Sacramento Valley groups such as the Northern California Water Association, California Rice
Commission, Ducks Unlimited, and Cal Waterfowl. Moreover, the measure includes $6 million for the Sutter-
Butte flood control agency and an additional $15 million to be managed by the agency.
RCRC is doing outreach to their respective members but I wanted to get the process going as we will be starting
our outreach campaign in September and so are getting down to the deadline on legislative endorsements such
as counties. CSAC's AENR and executive committees have both voted to support, but the measure still needs to
be approved by the full board. The measure includes significant benefits for both the rural and agricultural areas
of Butte County, and some of your supervisors may be familiar with it already through other organizations.
I've attached a sample resolution, a summary of the benefits to the Sacramento Valley, and our current
endorsement list. Please let me know anything else I can do to facilitate, otherwise, I can follow up with you
shortly.

***SAMPLE RESOLUTION***
Resolution of the County of Butte in support of Proposition 3, the "Water Supply and
Water Quality Act of 2018"
WHEREAS,the Water Supply and Water Quality Act of 2018 has qualified for the November
California Statewide ballot as Proposition 3; and
WHEREAS, Butte County, like many other counties across the state seeks to improve the
reliability and sustainability of its water supply; and
WHEREAS, in many instances the water challenges faced by Butte County are of regional and
statewide interest; and
WHEREAS, Proposition 3 includes important funding for SGMA implementation,
groundwater/brackish desalination, stormwater treatment,wastewater recycling, watershed
restoration, water conservation, infrastructure repair, in addition to other funds of importance to
our county and other local agencies.
WHEREAS, Proposition 3 includes $6 million for the Sutter-Butte Flood Control Agency,
WHEREAS, these grant funds would result in significant cost savings for cities and ratepayers,
healthier watersheds, and improvements in both water supply and quality for urban and rural
areas.
Now, Therefore, It be resolved that the Board of Supervisors of Butte County endorses
Proposition 3, and urges residents of Butte County to vote for the measure in November.

SACRAMENTO VALLEY BENEFITS OF THE NOVEMBER WATER BOND INITIATIVE
The Water bond will appear on the November, 2018 statewide California ballot. Information about the water bond can
be found at www.waterbond.org.
The Sacramento Valley will be a major beneficiary of the bond.
Allocations specific to Northern Sacramento Valley
Repair of Oroville Dam: $200 million
Sediment removal from Feather River below Oroville Dam: $15 million
Restoration of Oroville Wildlife Area: $6 million
Restoration of Feather River habitat: $7 million
Restoration of Spring Run Salmon: $100 million
Butte County Emergency communications equipment: $1 million
Sacramento Valley agencies will be highly competitive for
Safe Drinking Water and Wastewater disposal for disadvantaged communities: $750 million
Central Valley Flood Plan implementation,including improvement of existing Sacramento Valley Dams such as
Bullards Bar: $200 million
Sierra Nevada Conservancy watershed improvement and fire recovery: $250 million
CalFire watershed improvement and fire recovery: $50 million
River Parkways: $70 million(many Sacramento Valley rivers eligible)
Oak woodlands conservation: $50 million
Rangeland and Grasslands Conservation: $20 million
Resource Conservation Districts and agricultural land preservation: $60 million
Non-motorized river and lake access: $20 million
Control of invasive water using weeds,such as Yellow Starthistle: $100 million
Salmon restoration, including flood plain restoration: $833 million
Sustainable Groundwater Management Act implementation: $640 million. (This is critical in future management of
groundwater in the Sacramento Valley)
Waterfowl habitat restoration: $280 million
