Hello fellow FAC members and others, 1: am also sending this to Maureen Kirk. I regret that 11 have
missed at least 2 FAC meetings, but I trust Angel is a great representative as our watershed and
environment FAC alternate member.
I was looking forward to the November meeting - which is unfortunately cancelled, because I can't
come in December!
Anyway, if I was at the previous meetings where this planned letter was discussed I would have
voted against the plan to advise the county to "oppose reduction in available land for over the snow
vehicle use" in Lassen National Forest. Environmental groups have asked the USFS to specifically
designate UISFS lands that are available for OSV use and they have not done this. They have only
designated lands where OSVs are NOT able to go, but have not clearly designated where they
specifically CAN: go. This leaves a huge part of the forest unprotected from CSV users who may
disturb the winter habitat and nesting areas of sensitive species such as American marten, Sierra
Nevada Red Fox. It also leaves the rest of the forest unprotected for other human forest users
wanting a quiet wilderness winter experience. As our population grows in California, it is important
that we "share" the forest.
I would also not agree with the line in Mr. Connelly's letter which says NEPA reform is necessary and
encourages "aggressive salvage of burned areas, insect mortality and restoration of at-
risk watersheds to address creeks and streams that are choked with excessive brush
growth". Anytime I hear or see the use of the word ""aggressive", when it comes to "restoration or
ecology", science is not being addressed. Science needs to guide the way out of the mess we are in
due to over a century of logging, fire-suppression and grazing. Scientists, ecologists and forest
managers need to be leading the way - not politicians.

office. The draft letter under discussion is attached. It is primarily a recap of the Board's position on Forest
Service issues and especiaily hits on the ML2/ML3 road issue, Coordination and forest management in light of
wildfire activity,
Dennis, Doug Teeter and I participated on the scheduled conference call with the BLIVI Cooperating Agency
facilitator and were able to share the points discussed at our recent CC meeting (attached).

There is no problem waiting for your letter until after next week's BUS meeting. I appreciate you all
taking the time to put this together. I am sharing your well outlined email response addressing the key

issues with Shane and Jack Lincoln in the D.C. office. Many of your points are on the Congressman's
list. Also, thank you for sending all of the letters that have been sent to U'SFS from Butte County.
I will let you know when this tour is rescheduled and look forward to receiving Butte County's letter.

We did finalize the letter this morning, and still plan to send it out to Chief Tooke,
Congressman La Malfa, and you, but will wait until after Tuesday's Board meeting in
order to get our CSV' RDEIS Comment Letter approved by the Board. Please let us
know if you have any concerns about doing so.
As discussed, for your records, the attached are prior Board, CHP and USFS letters and
information over the past 9 years, mostly regarding the Travel Management Plan and
specifically the 5 local counties' continuous requests for OHV use on non-surfaced
roads on local area National Forests.
At a recent field trip to Lassen National Forest, we met with Chris Bielecki, the engineer
who is (at last) conducting the engineering survey on certain roads deemed to be high
priority by the LNF. This project has been a high priority for counties for many years,
but USFS staffing shortages and conflicting priorities at the USFS have stymied
progress. At this meeting, we gained an understanding that a core issue precluding
mixed use is that the USFS classifies ML 3 — 5 roads as highways on a nationwide
basis, and that they then must comply with individual state highway codes. It does not
matter that CA CHP does not define non-surfaced roads as highways; rather the CA
highway codes apply because the USFS classifies them as highways. We are taking a
look at asking for legislative changes at the state level to modify the highway code to
provide for off-road vehicle travel on non-surfaced roads, including those classified as
highways on public lands. Shane Starr was at this meeting and also felt this was a
worthwhile approach to consider.
On a broader perspective, the lack of revenues from effective forest management of
resources, compounded by escalating wildfire suppression costs, have taken such a toll
on the Forest Service Budget that staffing levels are insufficient to address ongoing
management issues and provide appropriate responsiveness to the
public. Coordination efforts with local agencies has been hit and miss, at best, and
although we have been building relationships with our local Ranger Districts, and with
the Supervisors to some extent, we are challenged by the constant turnover in
personnel.

In a nutshell, the issues are:
o Need for good faith, systematic coordination efforts with local agencies in the initial
development of SOPA projects
o Additional time for comment periods to allow for substantive public input through
local agency Boards
o Lack of timely responsiveness to an overriding local public goal on the MIL2/ML3
Mixed Use Roads issue
o Inadequate utilization of timber resources resulting in forest overgrowth, increased
wildfire danger, reduced revenues, adverse impact to local economy
o Wildfire suppression costs nationwide adversely impacting USFS ability to staff and
manage appropriately
Please share our appreciation with Congressman LaMalfa for his efforts to confront and
address USFS imanagement issues important to local government.

Subject: Board Letter for Forest Chief Tony Tooke
Good morning Bill,
Congressman LaMalfa has asked his staff to reach out to the Chairs of the Boards of
Supervisors for the 11 counties he represents in California to ask them to consider
writing a letter to Forest Chief Tony Tooke regarding their experiences with the Forest
Service and the key issues facing the County as it relates to the USFS. Specifically, he
is looking for letters that will honestly expose the issues each county has had getting

things accomplished with the USFS. It would be helpful to share with Chief Tooke
specific issues with performance of the USFS. Congressmen LaMalfa and McClintock
are hosting Chief Tooke for a tour in Central California later this month on November
13th.
The goal is to have the letters prior to the visit, so Congressman LaMalfa can hand
deliver them to Chief Tooke duringi their visit. If you choose to write a letter and submit
it to your Board for approval, please email me the approved letter and mail the hard
copy to the Oroville District Office at the address noted below. If you have any
questions, please let me know.
Thank you for your help with this important opportunity for Butte County to address
some long standing unresolved issues the County has with the USFS.
