I live on Stanley Ave. in a Farmhouse(possibly an old School House)that is 118 years old.The existence of this old farmhouse,helps
preserve the original Chico rural agricultural community feel that we are known for and that many young families choose to move
here for: Some of us refer to this lifestyle as"the good life".
If we allow a development similar to the one proposed by the Leens,we are allowing a development that is contrary to the City of
Chico's Land Use Goals.
While our affected neighborhood is not within the current Chico sphere of influence, it is still appropriate to consider those goals in
assessing whether this PUD in a rural area is rational land-use planning.
Guiding policies of the"Growth and Physical Expansion"section of the Land Use Element of the existing General Plan states the
following:
• Promote orderly and balanced growth by working with the County and the LAFCo to establish long-term growth boundaries for the
Planning Area consistent with Plan objectives.
♦ Promote infill development.
• Ensure that new development is at an intensity to ensure a long-term compact urban form.

• Maintain long-term boundaries between urban and agricultural uses in the west,and urban uses and the hillside in the east,and limit
expansion north and south to maintain compact urban form.
• Ensure consistency between the General Plan and implementing ordinances and regulations.
The Butte County zoning goals reinforce the importance of orderly land-use transition between urban and rural areas of the county—a
transition necessary to provide a compact urban form and to efficiently provide public services.
The county zoning goals include:
• Standards for the VLDR zone are intended to preserve and protect the character of existing neighborhoods and to ensure that
new residential neighborhoods provide an appropriate transition from rural to more developed areas.
• Preserve,protect,and enhance the fundamentally rural character of Butte County.
• Preserve the quality of life and character of existing residential neighborhoods.
Clearly the Leen proposal is not consistent with the land use and zoning goals of the city and county.
