Subject: Law Enforcement Budget
Dear Supervisor Kirk
Taxpayer paid premiums from Butte County to the Joint Powers Authority have increased 28%
since 2014.
Premiums are based on claim history.
The DA and Sheriff will likely be asking for increased funding as your colleagues debate your
2019 budget.
There is one lawsuit against Butte County law enforcement now and there will soon be another.
Both cases are fatal officer involved shootings of civilians.
The DA and Sheriff will likely ask for increased funding for their departments.
Please condition their budget requests. Conditions should include the following:

Diversity in staffing sworn officers. How many women and people of color work for the DA or
Sheriff when compared to the county's census figures?
Crisis intervention training that is real, interactive, mandatory, and tested.
The creation of an impartial civilian review committee that has the authority to discipline the DA
or Sheriff when their officers fail to follow de-escalation protocol.
Require officers to have body cameras on at all times when they are on duty. The public trust is
shaken and people need to know their officers are true "peace " officers and not just trained to
shoot to,kill suspects.
There are likely other conditions you feel should be imposed on the DA and Sheriff to get the
funding they will demand. Please add such conditions. The taxpayers deserve to know their tax
dollars are being spent wisely and department heads have consequences to face if conditions are
not met.
