Some of the funding sources must flow through the local Continuum of Care (CoC). In Butte County,the CoC is not a 501/cV3\, so it must utilize another organization as its "Administrative Entity" to accept funds, distribute funds, monitor use of funds, and provide State-required reporting. The Community Action Agency ( AA) is the "Administrative Entity" for the Continuum of Care for current HUD grants. As stakeholders gear up in anticipation of the new funding, some have reached out to the County and the cities this wemktnseeifany |oca[Qovernmemtemtityvxou|dhadinterestinsen/ingasthe "AdminlstrativeEntitv" fnrthenevv funding only, in lieu of the CAA. After discussions with the larger cities, the Housing Authority, and the CAA, and internal discussions with County departments, it appears that the County is the only other entity, besides CAA,that has the capacity to serve as the "Administrative Entity". There are funds to cover the costs of providing the administrative oversight, and no General Fund resources would be required.The CAA is supportive of the County being the "Administrative Entity, but is ready and willing to administer the funds if the County decides otherwise. Twoofthefumdingsourceshaveveryshorttimefames{nrtheCnC to designate an "Administrative Entity" the California Emergency Solutions Homeless(CESH) Grant and the Homeless Emergency Aid Program (HEAP). Please note that agreeing to be the "Administrative Entity" is no way tied to declaring a shelter crisis or applying for any of the funds; it is truly an administrative function only. After consideration, I have offered the County as an option. I anticipate we would have DESS serve in the function, and DESS is willing to do so. The CoC must designate the "Administrative Entity"for the CESH funding at its meeting next Monday. I have discussed the County's offer with Supervisor Teeter, as he is a County representative on the CoC and will have to make a decision on Monday.
