Good! Morning Supervisors,
I thought it might be useful to provide the Board some current information regarding DESS's contracts with Community
Action Agency as it relates to the Esplanade House. We are currently in our second year of contracting with the CAA for
services to Child Welfare involved families and those at risk of child welfare involvement. In addition, we contract with
CAA for alcohol and drug services to Cal Works eligible families who reside at the Esplanade House. In total our current
contracts this FY are $200,000 for Child Welfare Services and $49,920, with a $12,000 amendment being requested for
this fiscal year in the Cal Works contract. Next FY (18/19),the proposed contracts will be as follows: Child Welfare-
$200,000 and Cal Works-$84,0010. These contracts will be on the May 22 Board Agenda.
Currently, we are providing services to 42 families at the Esplanade House, 80 of which are children. There are currently
7 Child Welfare families on the waiting list. The average length of stay for a family is 9-12 months.
When a family lives at the Esplanade House they pay rent to the program, in the amount of$833.00 There is an average
of 2 children in each family that resides at the Esplanade House. if the families were no longer able to reside there with
the support and services the county contracts for, it is possible that many of these children would either enter foster
care or reenter foster care. The average monthly cost for two children in a foster family agency placement on average
costs DESS$4224.00 per month.
