Best Regards, Steve Alford 714-390-3141 1281 10th Street Oroville, CA 95965 RE: BASE CAMP VILLAGE To whom it may concern, This letter shall serve to notify city, county and state officials of protest regarding the plan to install, "Base Camp Village", in our quiet peaceful neighborhood on 10th Street, in Oroville CA. As a neighborhood we have gathered and discussed in great depth our thoughts and feelings regarding the pros and cons of having a rehabilitation/interim living quarters for the ever-growing homeless population of Butte County and Oroville alike. It is obvious there is a problem and solutions need to be addressed. As a small residential community on the outskirts of town we have done this and have unanimously agreed that the solution proposed by Mr. Reed and Butte Officials to allow for this type of facility in this neighborhood would be incongruent to the goals of the facility as well as put the residents who have lived here peacefully and quietly, some for generations,in an unprecedented state of fear and turmoil. Even with the positive press Mr. Reed is trying to get out to the community, the proposed additions to our neighborhood will add an element to this side of town that is not only unwelcome but also dangerous to the current population. Dangerous both physically and financially. As a homeowner in this area it was important to me that in buying my home I find an area in this county in a more rural setting that had a lower homeless population and crime frequency than the city's counterpart of"Down Town". In my research I had found that on this side of the river there was less crime,less homeless, higher employment stats and generally a more practical place to live a family life. If this proposed dwelling for the homeless had existed at my time of purchase, I would have never considered it to be an option for my family. Thus,this would ring true to people of similar mind to me and thus in effect lower the desirability of my home, decreasing its value. I have no desire to live across the street from any"facility" let alone a facility for homeless or any other form of delinquency. As to the location choice of the facility it concerns us that the facility will be located at such a great distance to any and all resources that any interim resident of the facility would need. Mr. Reed had explained in his press conference that this model worked well in Chico and residents of that neighborhood "enjoyed/appreciated" the cause and direction that facility brought to local community. Very simply,look at the resources available there. None of those exist here and you would be adding a large influx of strangers with criminal, mental illness and drug history to a quiet part of town. This is going to mean foot traffic and a large demand for vehicles to our street. We will absolutely see people come and go from the facility with new faces often. How will we, as a community police ourselves when we do not know who is supposed to be here or not? How will we know who is safe to have our children around and who is an unpredictable person with mental illness or who is fresh off of drugs and has any one of a myriad of criminal tendencies? How will these people travel to and from medical needs,jobs, counseling, public benefits and social events. Mr. Reed has suggested that both the individuals and staff of the facility will make these necessary arrangements. So, staff and friends of'these people will be driving 30 people to and fro with the others walking in front of my house at any hour they choose in order to travel miles to a destination they should probably live closer to in the first place. If this facility is truly looking at the success of its participants, I strongly suggest looking at the most important factors; Location, Location, Location. I want what is best for the community,we all do. This is just the wrong location and we strongly recommend that this project be moved to a location better suited to its participants and employees. I have no desire to live in fear, lose value to my home and be put in uncomfortable scenarios with unpredictable people in front of my house. Base Camp Village is not welcome in front of my home and I will go to any and all means to not allow this facility to exist here. As a home owning, tax paying contributing member of society I want my opinion heard and addressed. I will not lose my life savings,which is invested in my home, as a result of this bad idea that is destined to fail.Additionally I will seek damages if this from the entities involved if this project is allowed.
