Whether by design or by coincidence, local governments are united in their
stance toward now-legal': marijuana. Their strategy: Let someone else be
the guinea pia
We think that's a good tactic, though legalization advocates certainly disagree.
At a meeting last week of the Butte County Board of Supervisors, the elected officials heard
what the Chico City Council was implored to do previously: Allow retail marijuana sales
outlets, then sit back and watch the tax money roll in.
To proponents of cannabis outlets, it makes as much sense as opening uip a big-box store or
a car dealership — regulate it, tax it, sell it. It's a legal product. Why not make it available,
they want to know.
But couinty supervisors voted to wait, just like the Chico City Council did before them..
When legalization of adult use of marijuana was passed by California voters in November,
the ballot measure gave cities and counties more than a year to decide whether retail sales
would be allowed in their jurisdictions. Cities and counties could embrace it (along with the
tax money and potential headaches) or they could let somebody else give it a whirl.
So far, the county and all cities in the county have practiced abstention. The vote was close
in the city of Chico. The council voted 4- 3 to ban all marijuana sales and commercial
activities, despite proponents promising an economic boom. Some of those same proponents
appeared in front of supervisors fast week, asking for marijuana sales to be allowed f,n
unincorporated areas. Supervisors voted to ban sales but voted to reconsider it in May 2018.
Chico and the county were wise to act, and other cities in the county should do so soon. If
they don't have laws in place, the state will hand down its own set of laws. We trust locally
elected officials to make decisions for our area much more than the urbanites in
Sacramento.
Let Mendocino County and Humboldt County show the way on marijuana. Let Los Angeles
County and San Francisco County be the guides. All areas are different, though. Their
lessons wouldn't necessarily apply here.
Cannabis advocates are right when they say some rural communities in the Pacific Northwest
and Colorado have seen a rebirth because of legal marijuana sales and activity. But cities
next door are just as comfortable without it.
We should be content to watch someone else go first.
