I think it should be an, exception because of its unresearched potential long-term impact on Butte County groundwater levels. The potential problem is caused by the directional flow and physical contours of the aquifers from Butte County to Glenn and Colusa Counties. The eastern extremes of Butte County aquifers are shallower than Glenn and Colusa County aquifers and the natural flow is from northeast in Butte County to the southwest in Glenn and Colusa Counties. Therefore, there is some yet unresearched potential for groundwater extractions in: Glenn and Colusa Counties to affect Butte County groundwater levels—and the amount of groundwater extracted under the proposal could exceed the amount used by Chico. l would suggest you add this issue to the agenda for your July 28 Board meeting as a potential action item. It will be the only opportunity you will have to consider the issue before the closeout date for comments,July 30,. Sincerely, Tony St. Amant
