Maureen: Valley oaks are planted as landscape in the median strip on. Hwy 32. Valley
oaks do well in alluvial soils commonly along creeks / rivers where the water table is
relatively near the surface. Butte Co. probably has few places to restore valley oaks that
have not already been converted to agriculture except on ag lands purchased for that
purpose e.g. Sac. River Wildlife Refuge (Federal), Sac. River Wildlife Area (State)
and Sac. River State Parks e.g. Brayton and Singh parcels.
Blue oaks cover most of the oak woodlands in Butte Co., predominately in the foothills
with shallower and drier soils. Few areas probably exist in Bute Co. that have been
denuded of blue oaks where they had grown naturally and could expect to be planted for
long term survival. And such establishment is difficult. Oaks planted 10 - 15 years ago
to replace those illegally / prematurally removed up slope and south from Little Chico
Creek by a developer, McDaddy (?), are all dead.
I would hazard to guess which oak species in the form of seedlings/saplings/acorns
should be planted in greater numbers than others. Typically survivorship (+-80%) of
plantings after so many years (3 years on riparian restorations) is a criteria for fulfilling
mitigation requirements.
Tinkering with nature is complicated. I suggest that mitigation for taking of oak
woodlands in Butte Co. is best done by developers who contribute to a fund used to
purchase conservation easements on land covered by existing oak woodlands. And
therein lies the rub. Such does not preserve the existing amount of oak woodlands.

What kind of oaks are planted in the median on highway 32 between Bruce and Fir? They seem to be thriving
Can we designate different requirements for different species if Oak ? Some are slow, slow growing and some

are not
I talked with Doug. He will ask the questions. You can follow up if he misses one or does not convey it
properly. Your questions made him think in new ways
Thanks

You're most welcome. Please let me know if you have any questions or concerns about my questions and
comments. Some questions are "technical" which are best addressed by staff after they have seen them in
advance of the meeting even though I have asked them previously.

Maureen: I am resigned to passage of the Oak Woodland Mitigation Ordinance pretty much as is; even though
it merely gives lip service to preserving oak woodlands. The prescribed mitigation for removal of oaks will not
result in a net gain much less the status quo of oak canopy because of the impracticality of propagating oaks
where they do NOT naturally already occur. At best, mitigation via conservation easements for oak woodlands
should help protect a small amount.
As you requested, I will scrutinize the current draft ordinance and send you points that I think need
clarification or may help its implementation. I appreciated working with Pete Calerco, who continually
solicited comments from myself and other stakeholders. However, I would have prefered to help craft an
ordinance that protected oak woodlands rather than an ordinance that facilitates their removal. Thank you for
your interest regarding this issue.
Enjoy grandparenting with the satisfaction that you are really helping out. Cheers!

Hi Woody
I want to let you know that I will miss the afternoon part of our meeting and the Oak woodland Ordinance.
I have read all of your emails. I would ask that you send me specific questions to address the ordinance. I can
give them to Doug Teeter and he can ask them
There will not be a final vote that day so I can also weigh in when it returns for a final vote
I have to go to San Diego to help out my daughter in law. They have a two year old and two week old and
Brian will be going out of town for a week. It is too much for Brittany that soon after a c-section. She can't lift
the two year old who weighs 33 pounds
Hope you understand. I know you have followed this carefully
