Butte County Board of Supervisors -
It is with great frustration and disappointment from your recent actions
regarding waste management, as a Board of Supervisors,, that I am compelled
to write to you. Foremost,, I see the citis and creating
government sanctioned corporate monopolies - thus limiting options for
citizens and forcing them to endure extraordinary utility rate hikes solely due
to YOUR actions.
As a commercial acc nt holder in Butte County I was billed by TWO waste
management cies in March,, my March billing DOUBLED for the alleged
new company YOU are requiring me to utilize. This, is no way is reflective of the
false communication you are touting on the county web site that states Butte
County residents will "see a small change in rates."
You may try to put the collection area changes under the umbrella of
1%sustainab1e," but sustainability includes social, economic and ecological
values - this change is not upholding the economical element of sustainability.
Simply stated...t is change is creating a tremendous cost savings to the waste
management companies in terms of reduced employee hours, reduced fuel
consumption and minimizing garbage truck wear and tear. In return you see
the companies INCREASING costs to citizens - further evidence of the
monopoly YOU have created.
Not only are tre astronomical rate hikes, and contracts being voided, the
historical is up services are no longer available due to changes in service
providers - "required by the cty." I am completely frustrated, that neither
Waste Management nor Recology will provide me anything in writing, yet all
customer service representatives state that the ""County"' has made these
decisions.
Attached you will find my refusal to pay a duplicative waste bill I received this
month, to with a number of questions regarding my rights under contract
and having options. Specifically I reguest in writing your legal authority to alter
a contract between Waste Management and myself. Additionally,, I would like
to know why you have not required the new service providers to uphold current
contracts.

I EXPECT you as elected officials to step to the plate and resolve the
MONOPOLY you have created, that is unnecessarily costing the citizens and
businesses of this county. Secondly, I expect the service terms I had under my
previous service provider (bi weekly for a 2 yard dumpster) to be available
under the new service provider that YOU are requiring me to utilize at NO
ADDITIONAL COST.
Furthermore, as a tax payer in this community I look forward to seeing you
quickly implement a reduction in the county's public works budget. Otherwise,
what was the purpose of this waste management franchise agreement?
