Marvin 1621 N, Cherry St. Chico, 0,95,926-3141 January 30, 2015 To: Butte County Board of Supervisors Oroville, CA �Bear Supervisor: Last year, thousands of Butte County citizens joined members of Frack-Free Butte County, Butte Environmental Council, and the Sierra Club's Yahl Group in:, signing onto a petition that would allow all Butte County voters to decide if we wanted a ban against fra,ckiing, Since then, numerous health, water, air, disposal, climate, transport, soil, seismic, and other problems with fracking were described in news accounts-- beyond what we knew already. In April, 2014, the Butte County Board of Supervisors asked the Planning Commission staff to develop a ban; we found that it was legally tighter than our citizen groups' ban. Last November, NBC-Bay Area news reported that California's Conservation Department admitted that they made a mistake: they allowed the injection of 3 billion gallons of toxic fracking and related wastewater to be disposed in aquifers and near wells that once had drinkable water. Not only can we not rely on energy companies to ensure our safety; we, also, cannot count on the effectiveness of fracking regulations developed by the Department of Conservation's DOGGIR division to protect our water, They do they not have enough inspectors, nor are their final regulations (issued 12/30/14) strong enough, e,g,, with very weak earthquake and other reporting requirements. Especially noteworthy is the fact that these final rules were issued six months before the required scientifically-based environmental impact study will be completed. Let's protect Ourselves with a county ban just like Mendocino and San Benito did last year. Please sign the first and thorough ban that you asked Planning Commission staff to develop last April. I'm counting on you to protect our county's most valuable resource, our water. So, I'm asking you to honor and respect the wishes of your constituents who collected over 10,000 signatures to ban frackung and not to succumb to Big oil's political pressure, money and, lobbyist's threats. Our ecosystems and especially our water table are so fragile here in Butte County. If you remember the nitrate infiltration into our water system because of the missile silos out at the airport. . .and several places had to shut down and change from wells to city water. There were still nitrate issues for quite a while ( maybe still) . The undisclosed chemicals that are being used to assist tracking methods are of concern! Chemicals of any sort in our water (including chlorine at concentrated levels )are deadly. This is a practice that needs further investigation before it should be used at all. We know so little about what's happening and then there also the geological implications of what's happening to our fragile fault system and the earthquake riddled ground we are on. Obviously, such a ban doesn't have to be forever. But the science so far suggests,that fracking can pollute groundwater. Common sense also tells us that, Polluting Butte County groundwater would be a disaster. Until the fracking companies are willing to submit themselves to oversight from all appropriate environmental agencies, and reveal the ingredients in the fracking fluid, and submit their wells to testing at their expense, they should not be given the privilege to engage in fracking.
