Thank you far getting back tv me about this. Could you please clarify in your fetter where you say, that the
meeting "is an extra step to give neighbors a chance to see the venue, hear about the proposal, and express
concerns."
Then, later in the letter, you state that "Project issues and concerns will be addressed through the review and
hearing process, not at the neighborhood meeting." I'm not clear on if that means that we can came and
express our concerns at this meeting or we cannot express our concerns. If we cannot express concerns then
what exactly is the purpose of the meeting? Can we ask zoning questions
Also, it's not a wedding venue yet, is it? Doesn't it have to be approved and rezaned and use permits Issued
before it`s a Wedding Venue? I would feel mare comfortable if we refer to it as a "proposed" wedding venue.
Also, yes, l do believe the neighbors would like to have you all come to a meeting and hear our concerns and
help to educate us in this process. We are having a meeting at our home tomorrow night at 2931 Kennedy
Ave at 7pm and 'it would be great to have you come with Tim Snellings and Chuck Thistlewaite and hear our
concerns. I know this is short notice and I will be happy to arrange another meeting if you tell me when you
all can come.

Thank you for your email, I'm Sorry this has been a difficult process even before the use permit application has found its
way to a public hearing before the Planning Commission.
I hope this email explains a little more about the process the County is undertaking and what you can expect.
The neighborhood meeting is an optional meeting prior to the public process; it is an extra step to give neighbors a
chance to see the venue, hear about the proposal, and express concerns.
[t also entourages the owners/applicants to consider input from the neighbors as they move through the hearing
process.
That said, 1 understand if you do not want to meet on site. I would be pleased to meet with you and/or others
separately and provide all available information.
Your email provides a good overview of your concerns. You will have additional opportunities to express those concerns
and hear more about the project at a public hearing before the Planning Commission, as noted below.
The CreokHavenVineyardestate.com website provides a goad aerial photo of the site, if you haven't seen it already.
Development Service Director Tim Snellings, Planning Manager Chuck Thistlethwaite, applicants Robin Flores and Mark
Medearis, and I all plan to be at the meeting.
The agenda will cover a description of the project, an opportunity for the neighbors to express their concerns, and an
overview of the county process to process a use permit.
The meeting is definitely mare of an introduction than anything else. Project issues and concerns will be addressed
through the review and hearing process, not at the neighborhood meeting.
The use permit process involves early consuitatian with affected agencies (fire, public works, etc), an environmental
review process per the California i=nvironmental Quality Act {CEQA}, and a hearing before the Planning Commission.
Yau will receive separate notices of the environmental review and hearing at the Planning Commission.
The decision of the Planning Commission may be appealed to the Board of Supervisors. You would a15o receive a
separate notice of that hearing shau#d the decision of the Planning Commission be appealed.
This project is still in the initial stages of being processed; [ do not believe staff, Planning Commissioners, ar Board
members have made up their minds about whether or not to support the proposed use permit.
The use permit process will provide information and analysis to lae considered prior to a decision being reached. I hope
you continue to stay involved so that your viewpoint and issues can be fully Considered.

Dear Stacey Jolliffe and all involved with the Proposed Wedding Venue and 2915 Kennedy Ave in Chico, Ca,
We received a letter to have a Neighborhood meeting on May 28th, 2013 at a proposed Wedding Venue (in
the Greenline } at 2915 Kennedy Ave, Chico, CA and Stacy Joliffe, Senior Planner is listed as the primary
planner involved. We deeply oppose the Kennedy Ave Wedding Venue that is being proposed. To have a
neighborhood meeting at the site feels like a huge conflict of interest and unethical. We hope that the
planning commission is not in favor of the Wedding Venue.
The Wedding Venue was already built, a website established, weddings booked new bathrooms built and after
alt that, the neighbors and the county were informed. It feels like it has been done in a sneaky way. It is a
code violation of the greenline. And, it's to the great detriment and hardship of many families and a beautiful
neighborhood. There are at least 15 homes whose yards touch or back up to the property of the proposed
venue and we can already hear the music from The Palms Wedding Venue which is about a mile away as the
crow flies. The noise and chaos of a wedding venue is very upsetting to those who live next door. The traffic
an our narrow street, the dust and the the safety issues need to be considered. There is also the der.,rease in
property values for many of us to consider.
The greenline and this neighborhood are not zoned far a commercial wedding venue. The home at 2915
Kennedy Ave was originally built in violation of the codes in the greenline from the beginning and has brought
much grief upon the neighbors already; there was already an existing home on the property. To allow a
Wedding Venue here would be harmful and destructive to the neighborhood to the many families who live
here,
We are asking the planning commission to vote that NOT ONE SINGIE WEDDING IS Al.l_OW1:D. This is a
greenline issue and a neighborhood issue and this property has already gone a long way in disturbing the
neighborhood as far two years, there was a large marijuana garden on the property. Also, one of the
neighbors with many farm animals has lost many sheep to the long row of Oleander bushes that were planted
at the venue and when the leaves blow onto the property, the sheep ingest them and they die. According to
our neighbor, one oleander leaf can kill a lamb or horse in about an hour. Our neighbor offered to pull out
the Oleander bushes and plant something at his own expense that wouldn't harm his animals and the
Wedding Venue folks were not willing to work with him to save his animals. It`s tragic. The Wedding Venue
folks have not shown that they have any regard for the neighborhood at all,

Questions for the planning commission to consider:
Haw will this Wedding Venue affect the Karnes that back up to the property or are within 300 feet of the
property? Haw will it affect all of Kennedy Avenue and Muir Ave? Mow many homes and families are there
that will be affected?
How will this affect our property values?
What sort of Impact will this have in terms of noise and dust?
Hove will this impact on the narrow country road that is Kennedy Ave?
How will this impact the narrow country road in terms of the safety issues of drinking and driving?
It's already difficult to turn onto HWY 32 from Kennedy Ave and it's a dangerous intersection. Haw will this
impact that intersection and the neighbors who must use that intersection daily forthe activities of their lives?
Please consider that one couple has moved into a neighborhood into the Greenline and that there have been
families out here far generations who have farmed and worked the land for generations.
This home was originaNy built as a code violation as there was an existing home already on the property and it
was zoned for a single family dwelling. How did that happen and how is the same thing happening now?
