The proposed program would implement up to 30,000 linear feet (LF) of additional bank protection in the Sacramento River Flood Control Project (SRFP) area, as authorized by Section 3031 of the Water Resources Development act Iia) of 2007. The proposed program spans portions of Butte, olusa, Glenn, Placer, Sacramento, Solano, Sutter, Tehama, Polo, and Yuba Counties in California. The U.S. Array grps of Engineers (Corps) is the federal lead agency for this EIS/EI , and the Central galley Flood Protection Board ( VFP ) is the Mate lead agency, pursuant to the National Environmental policy act avid tI . lifornia Environmental Quality act, respectively. The programmatic El' /EIR accompanying the PACR analyzes the environmental effects associated with implementing bank protection measures along 60,000 LF of the SRFCP to arrest or avoid area bank erosion that threatens the integrity of the RFP levee system. Five programmatic action alternatives are proposed, consisting of different combinations of the following measures: setback levees, adjacent levees, riparian and wetland benches with revegetation, bank fill stone protection with on-site woody vegetation, and bank fill store protection with no on-site woody vegetation. Because streambl ank erosion is episodic and new erosion sites can appear each year, the environmental analysis in the EIS/EIR is programmatic in nature, analyzing the 60,000 LF in its entirety, 'but relying on data associated with 106 representative sites in order to provide the most detailed programmatic analysis possible. additional project® level environmental documentation, tiering from the programmatic analysis, will be prepared in the future to address specific sites that will be constructed, The Public Draft PACR/EISIEIR is available on the USACE's website at: hftp://www.spk.usace.army.mil/M'issions/CivilWorks/SacramentoRiverBankPro,tection.aspx Copies are also available for viewing at the libraries shown on the enclosed sheet.
