The final EIS serves as our biological assessment of this proposed action pursuant to section 7 of the Endangered Species Act, Two fish species under National Marine Fisheries Service jurisdiction,the Central Valley spring-run Chinook salmon and California Central Valley steelhead, potentially occur in vicinity ofthe Project and are listed as threatened under the Endangered Species Act. The location of information concerning these species in the final EIS is shown on the enclosure to this letter. We conclude that relicensing the Project with our recommended measures may affect,but is not likely to adversely affect,the Central Valley spring-run Chinook salmon and California Central Valley steelhead. Therefore,we do not believe that formal consultation is required. Please inform us in writing within 30 days from the date ofyour receipt of this letter or no later than July 20,2009,whether you concur with our assessment.
