CD J A)FIVIII, 'g BUM COUNTY ADMINISTRATION FEB 0 9 2018 OROVUE,CALIFORNIA FEDERAL ENERGY REGULATORY COMMISSION WASHINGTON,D.C.20426 OFMF of ENERGY PROJECTS Project No.2100-000—California Feather River Hydroelectric Project California Department of Water Resources February 5,2018 Mr.Ted Craddock Project Manager California Department of Water Resources P.O.Box 942836 Sacramento,CA 94236-0001 Subject: Finding of Effect under Section 106 Dear Mr.Craddock: We are in receipt of your December 15,2017 letter regarding a preliminary finding of effect for a historic resource that could be affected by conversion of a temporary drainage crossing near Tower 4 of the project's existing 230-kV electrical transmission line to a permanent crossing. This conversion is part of the repair and recovery work at Oroville Dam,which is part of the Feather River Hydroelectric Project (FERC Project No.2100). Specifically,your agency seeks to first remove steel trench plates that currently sit on top of drain rock and a gco-fabric pad in the drainage,and then cap the top rock layer with road base gravel to make a permanent crossing. By letter dated March 31,2017,we designated your agency as our non-federal representative for conducting consultation with the California State Historic Preservation Officer (California SHPO)for emergency activities associated with repairs to Oroville Dam and appurtenant facilities. As stated in your December 15`h letter,the Commission and California SHPO on July 5,2017,executed a Programmatic Agreement(PA)for managing historic properties during the emergency and permanent recovery period at and near the Oroville Dam for facilities damaged during severe storms in February 2017. As described in Stipulation I of the PA,the Undertaking will include many repair activities,including access road improvements. Pursuant to Stipulation IV of the PA,we arc responsible for making findings of effect to historic properties arising from the undertaking and your office is responsible for Project No.2100-000 -2- preparing related technical documents,including those that support effect recommendations. Your December 151h letter encloses a technical report that recommends a preliminary finding of no adverse effect to historic properties. The one historic property that could be affected by the proposed action is Segment B of Site P-04- 002152,which is a historic-era gravel surfaced dirt road that is also a contributing resource to the Forks of the Feather River Historic District. Since the alignment of the road itself is the defining feature of P-04-002152,the permanent capping of the drainage channel that crosses this resource should not affect its eligibility. Furthermore,the California SHPO in a letter dated June 26,2017,did not object to the previous temporary drainage crossing. We have reviewed your letter and report,and conclude that based on our review of the documentation provided,we concur with your finding of no adverse effect to the historic property located within the area of direct impact by converting the temporary drainage crossing to a permanent one.
